On Tuesday July 13, Kingston City Council approved the request for an Extension of Noise Exemption - Queen's University, Richardson Stadium (Noise Control By-Law 2004-52) until December 31, 2022. An important component of our application is a commitment to proactively share information about our schedules with our community neighbours and provide opportunities for our neighbors to share feedback on our noise mitigation strategies and/or to express concerns via our west campus hotline 1-866-473-5215.

UPDATES:
July 27, 2021: 
On Tuesday July 13, Kingston City Council approved the request for an Extension of Noise Exemption - Queen's University, Richardson Stadium. The current exemption will expire on December 31, 2022.

September 20, 2019:
On Saturday, September 21, Richardson Stadium, will be the venue for a concert by The Glorious Sons, an internationally successful band originating from Kingston. The concert promoters, the Anschutz Entertainment Group, applied to the City of Kingston for a noise bylaw exemption for this concert, which was approved by City Council in June.

July 9, 2019:
On June 18, Kingston City Council approved the request for an Extension of Noise Exemption - Queen's University, Richardson Stadium. The current exemption will expire on December 31, 2020.

May 9, 2019:
Queen's will hold an open meeting for community members regarding the noise by-law exemption request for Richardson Stadium. This meeting will provide an opportunity for you to hear about the details of the exemption request and to ask any questions you may have.

The meeting will take place:

April 10, 2019:
We would like to inform you that Queen's University has made application to further extend our temporary exemption to the City of Kingston's Noise Control Bylaw 2004-52 Schedule "B" Activity 4 to permit the playing of amplified music at Richardson Stadium.

April 29, 2018:

March 6, 2018:
Queen's Physical Plant Services will be conducting routine tree trimming, removal of overgrown shrubs and scrub brush along Stadium Lane to make the area safer for students and community members using West Campus in the evening hours. This work is scheduled to take place between Monday, March 12 - Friday, March 16 between 8 am - 3 pm.

October 26, 2017:
During an open meeting on the evening of Wed. October 25 a design was presented for a berm on the east side of Miklas-McCarney Field, which is located at the corner of Johnson Street and Sir John A. MacDonald Boulevard. View Presentation (PDF)

June 29, 2016:
As part of its ongoing consultation and outreach process for the revitalization of Richardson Stadium, Queen's University will host an information session on Wed. July 6 at 6 pm in the School of Kinesiology and Health Studies, Room 101. The session will update community neighbours on the stadium's construction and to answer questions.
All are welcome.

April 25, 2016:
On April 19, Kingston City Council approved Queen's request for a one-year extension to its current exemption to the city's noise control bylaw for the West Campus sports fields and Richardson Stadium. The current exemption will expire on June 30. The new agreement has the same terms and conditions as those previously approved by the city of Kingston.

Infrastructure work begins at the stadium site. Throughout July and August, infrastructure work will take place at the stadium site. This will help prepare the site for construction of the revitalized stadium, which is slated to begin immediately following the Gaels' 2015 athletic season.

On May 19, Kingston City Council approved the university's application for a one-year extension to its noise bylaw exemption for two West Campus sports fields and Richardson Stadium.

April 27, 2015
While the majority of stadium construction remains slated to begin at the conclusion of the 2015 football season, initial infrastructure work at the stadium site is now expected to begin this summer. The preparatory work will allow for more flexibility in the construction schedule.

Richardson Stadium Revitalization Public Meeting
Members of the public are invited to an information session about the upcoming Richardson Stadium revitalization on Tuesday, March 31 from 6:30 - 8 pm at the School of Kinesiology and Health Studies, Room 101 (28 Division St.).
The meeting will include a presentation outlining current design plans. Members of the project team will be in attendance to answer questions and respond to comments or concerns regarding the project. All are welcome to attend.

WEST CAMPUS FIELD MAP:

NOISE MITIGATION STRATEGIES IN PLACE:
What strategies are currently in place to mitigate noise on west campus fields?
  1. Communications:
  • All user groups have been informed about the importance of keeping noise levels to a minimum.
  • A clause regarding noise is now in all field-use agreements. These clauses, if not adhered to, will lead to a range of sanctions on the offending user, including termination of the agreement.
  • Signs have posted to remind organizers, participants and spectators of the importance of keeping noise levels to a minimum.
  1. Sound:
  • Restrictions have been implemented on amplified music and limitation on PA use.
  • Speaker placement has been changed from northeast to face west, directly towards the field of play.
  • We have established administrative controls regarding sound levels when PA is in use.
  • Queen's Athletics & Recreation has changed the type of whistles used in our program to a Fox 40 Pearl whistle to mitigate the sound.
  1. Scheduling:
  • In addition to limiting activities to within the allowable activity period, on any day, we have completed the following:
    • Wherever and whenever possible, activities have been scheduled on fields further from neighbouring communities, and quieter activities have been scheduled for later hours.
    • Competitive games and other activities that are likely to attract a crowd (e.g. Queen's varsity games, Kingston FC) have been scheduled earlier in the day.
    • Activities on our main campus fields have been increased to minimize use of West Campus turf field.


WEST CAMPUS FIELD RESPONSE HOTLINE: 1 (866) 473-5215
  • Queen's Athletics & Recreation facility staff have been conducting routine field audits to monitor, and where necessary, address noise issues
  • We have established a dedicated call-in number for area residents to register any noise concerns related to the West Campus Fields. This line will be monitored 24/7.
  • Calls to the Hotline will initiate an immediate response by Athletics & Recreation facility staff, who will visit the field to investigate and resolve the issue. Within 1 business day, a member of our Facilities Management Team will contact the individual making the call and the user group to follow up
  • This proactive monitoring is to enhance options available in addition to Queen's Security (613-533-6111) and/or By-law Enforcement that remain in place.
