Insulating Peace: Managerial Coordination in Durable Security Complexes

Abstract
I argue that insulation via managerial coordination is a key element in any explanation about the formation of political regions among states. The key role it plays is as a tool for the maintenance of intra-regional pacific relations in the face of diffusion and contagion processes, resulting from continued security linkages with excluded extra-regional states. In order to explore these dynamics, I propose a new reconceptualization of the concept of managerial coordination based on the basic framework concept mapping tool. This leads to clarity about what managerial coordination does as a dimension of insulation. It also necessitates a revamp of the scale of interstate managerial coordination as a measuring instrument of the intensity of collective intentionality toward insulation among the members of a region. I then map the region concept of durable security complex (DSC) as the scope for the enactment of managerial coordination, based on a review of existing region concepts in the new regionalist literature. I then conduct an ideographic proof-of-concept exercise on three DSCs in the presence or absence of managerial coordination. These are the Scandinavian states, the South Asian regional security complex, and the South American Norther Tier local hierarchy. The exercise provides indicators for a number of theoretical propositions worthy of future evaluation.
Sostengo que el aislamiento a través de la coordinación directiva es un elemento clave en cualquier explicación sobre la formación de regiones políticas entre los estados. La función clave que desempeña es la de herramienta para mantener las relaciones pacíficas intrarregionales frente a los procesos de difusión y contagio que resultan de los continuos vínculos de seguridad con los estados excluidos extrarregionales. A fin de explorar estas dinámicas, propongo una nueva reconceptualización del concepto de coordinación directiva en función de la herramienta de mapeo de conceptos del marco básico. Esto clarifica qué hace la coordinación directiva como una dimensión de aislamiento. También es necesario reformar la Escala de Coordinación Directiva Interestatal (Interstate Managerial Coordination, IMaC) como instrumento para medir la intensidad de la intencionalidad colectiva hacia el aislamiento entre los miembros de una región. Luego mapeo el concepto de región del Complejo de Seguridad Duradera (Durable Security Complex, DSC) como ámbito para la promulgación de la coordinación directiva según una revisión de los conceptos de región existentes en la nueva literatura regionalista. Luego llevo a cabo un ejercicio ideográfico de prueba de concepto sobre tres DSC, la presencia o la ausencia de la coordinación directiva. Se trata de los estados escandinavos, el Complejo de Seguridad Regional del Sur de Asia y la Jerarquía Local del Norte de América del Sur. El ejercicio proporciona indicadores para una serie de propuestas teóricas que merecen ser evaluadas en el futuro.
Je soutiens que l'isolation via une coordination de direction est un élément clé de toute explication concernant la formation des régions politiques entre États. Le rôle clé qu'elle joue est tel celui d'un outil de maintien des relations intra-régionales pacifiques face aux processus de diffusion et de contagion résultant des liaisons de sécurité continues avec les États extra-régionaux exclus. Je propose une nouvelle reconceptualisation du concept de coordination de direction en me basant sur un outil de cartographie du concept de Cadre de base afin d'explorer ces dynamiques. Cela mène à une plus grande clarté sur la manière dont la coordination de direction agit en tant que dimension d'isolation. Cela nécessite également une refonte de l’échelle de coordination de direction interétatique en tant qu'instrument de mesure de l'intensité de l'intentionnalité collective envers l'isolement parmi les membres d'une région. Je cartographie ensuite le concept de région du complexe de sécurité durable en tant que périmètre pour l'exécution de la coordination de direction en me basant sur un examen des concepts de région existants dans la nouvelle littérature régionaliste. Puis, je me livre à un exercice idéographique de validation de concept sur trois complexes de sécurité durable dans lesquels une coordination de direction est présente ou absente. Il s'agit des États scandinaves, du complexe de sécurité régionale sud-asiatique et de la hiérarchie locale du nord de l'Amérique du sud. Cet exercice offre des indicateurs pour un certain nombre de propositions théoriques méritant une évaluation future.
