  1. '(1) Subject to the following sub-sections the penalty for murder shall be death.
  2. (2) No person aged under 18 years shall suffer the death penalty.
  3. (3) As soon as practicable following a sentence of death, a special sitting of the Court of Appeal shall be convened to consider whether the circumstances of either
    1. (a) the commission of the offence or
    2. (b) the offender
    whether or not such circumstances were adduced in evidence at the trial, are such as would justify the substitution of a sentence of life imprisonment in place of the sentence of death.

  5. (4) This Act shall apply to Northern Ireland.'.—[Mr. Lawrence.]
