Well, the Internet Archive is now officially a library according to the State of California! It turns out that to receive a particular kind of federal funding, you have to have your state sign off that you are a library. With a minimum amount of back and forth (including their saying "we have not evaluated something like the Internet Archive before") we were given the approval.
