Keep: This file is in use on several Wikipedia articles, from en:Foreign trade of the United States to ru:История США (1980—1991). As explained on COM:NPOV, Commons should not delete a file that's used by another project just because it's inaccurate. More appropriate responses to inaccurate files include:

Discussing the matter on File talk:NettoauslandsvermögenUSen.PNG
Uploading a corrected version under the same name (if no-one objects: see COM:OVERWRITE)
Uploading a corrected version under a different name
Updating the file description page to explain the problem
Requesting that the file be renamed (see COM:FR), but probably not while this DR is open.
