You can deal with most vandalism yourself: fix it, then warn the user. If there is repeated vandalism by one user, lots of vandalism on a single page, or vandalism from many users, tell an admin here, or in #wikibooks (say !admin to get attention).

I think a simple request is adequate. The page reads "Bureaucrats may grant or remove interface administrator access to any current administrator requesting access at the Wikibooks:Requests for permissions. Requests must remain open for a minimum of 24 hours for community review." The specification of just a 24 hour wait time indicates that this is at the discretion of the Bureaucrat / Steward and is made public for awareness rather than a vote or debate. Concerns of recent out-of-scope BLPs at English Wikibooks etc. (CU/steward needed?)

@MarcGarver, Xania: May I have your attention here? I have recently found several accounts (Special:Contributions/Wikillo1, Special:Contributions/Mujeeb_kayode, Special:Contributions/Kabiru_Oyebode) making similar out-of-scope BLPs with similar edit patterns (same region, similar occupations, use personal photos, etc.).
