2. It is being used in an article about the bombings.
3. The article's educational content would be substantially diminished without it.
4. It has no monetary value that is affected by our use of it.
5. The image has become iconic as a symbol of the bombing, and is widely available.
6. It is not replaceable with an uncopyrighted or freely copyrighted image.
7. We have no reason to believe the copyright holder, if there is one, would object to its use.
