Hall was born in [[Chicago]], Illinois. He attended the [[University of Miami]] and served in [[World War II]] with the [[U.S. Army Air CorpsForces]]. He later lived in [[Bloomington, Illinois]] and worked as a real estate broker. Hall was elected as a Republican to the [[Illinois House of Representatives]] in 1967 and served until 1972 when he was elected to the [[Illinois State Senate]] (District 44).
