It is led by the Secretary General of the Royal Court, who is Minister of the Defense and a junior member of the [[Sudairi Seven]] political faction. The Council is made up of 22 ministers. All members of the Council are appointed by royal decree<ref>http://susris.com/glossary/council-for-political-and-security-affairs-cpsa/</ref>.It was established by [[Salman of Saudi Arabia|King Salman]] to replace the [[Supreme Economic Council of Saudi Arabia|Supreme Economic Council]] and a dozen more focused bodies in January of 2015.
