As of today I can't confirm this as a proxy. The IP address doesn't respond to ping, and it timed out when I tried to employ it as a proxy on port 80. This web-based proxy checker also says the site is down. The IP was last used to edit Wikipedia on 21 September. I suggest waiting three days to see if it comes back up. This proxy site says it's a proxy, but I couldn't detect any proxies operating from this address. It was most likely an open proxy in the past, but is no longer one. No results in blacklists. Netalarmtalk 22:32, 14 September 2010 (UTC)
I could not activate this as either a web proxy or a socks proxy. It has a landing page at port 80. Since it's never been used to edit Wikipedia, I would suggest closing the case with no block at this time. EdJohnston (talk) 18:45, 29 September 2010 (UTC)
Did you try port 1080? A Google search suggests that port may be open, but unfortunately I'm not in a place I can verify that. TNXMan 19:23, 29 September 2010 (UTC)

Definitely not an open proxy. It's registered to the University of South Florida and no open proxies were detected. Not blacklisted. Netalarmtalk 22:26, 14 September 2010 (UTC)
I was able to activate this proxy on port 3127 and change my IP to 137.165.1.111. (i.e. not the actual address of the server). It told me it was part of the CoDeeN system run by PlanetLab. This outfit appears legit. There is more information at http://codeen.cs.princeton.edu. They seem to provide restricted proxies, that can be used to surf, but don't support all the HTTP operations, so you cannot use them to upload, download or post. Note that this IP has made no Wikipedia edits, which would fit with that diagnosis. I think this server is innocent and the report about it should be closed. If it ever edits Wikipedia we should revisit the decision. EdJohnston (talk) 00:55, 30 September 2010 (UTC)
I tried editing my own Sandbox while my IP was redirected, and it failed with the message: You are trying to use a node of the CoDeeN CDN Network. Your IP address is not recognized as a valid PlanetLab address, so your access to CoDeeN does not include all HTTP types. This suggests that maybe people *within the PlanetLab network* could redirect their IPs with CoDeen and have editing access to Wikipedia. I don't know if we care about that or not. Are you all tired of this case yet? The redirected IP I was using was 132.239.17.224 (talk · contribs · deleted contribs · logs · filter log · block user · block log), and it turns out that IP was indefinitely blocked as a proxy back in 2005, but it has made no Wikipedia edits! I could activate this on port 80 but it would do nothing useful; couldn't even access Google. Just some random machine that happened to leave port 80 open? This IP has never edited WP. Agree that this case should be closed with no action. EdJohnston (talk) 03:26, 30 September 2010 (UTC)
