As a teacher, I don't want my assignments to break in the middle of using them.

We want to divorce code delivery and the launch dates, so we can launch and announce the sections behavior without disrupting ongoing courses. That way, only mainly old courses will break and we can save support from migrating a bunch of teachers in the middle of the year.

Constraints

• We can deploy the new behavior confident that no one sees it unless we want them to
• We can easily "turn on" the feature for everyone
