The estimation of the trip cost was calculated with www.edreams.com.

Clarification on which type of work cover the human cost: The human power is covered both by Amical Viquipedia and Institute of Goverment and Public Policies. The WMF has not been requested to cover human power. There are two type of human power: First type, logistic and organizational support (2000 euros), this is cover by Amical Viquipedia on the base of a grant-ship. The first two months developed by Alina Mierlus and the last two months by Mariana Gavre. Second type, content elaboration and action research human power (3000 euros), this is covered and it reflects the dedication of IGOP researchers. With this event we aim to create a dialogue between research and action perspective, and address very cutting edge questions. In this regard, the methodology and content to be worked at the meeting is the result of a consistent work by researchers with a deep involvement in the issues. Here research refers to two aspects: i) At the event will be presented a research on maping digital commons and a research on sources of subtainability for infrastructure online (developed at the IGOP). ii) Preparation of the materials and facilitation the elaboration of the event outcomes. This refers to review of the state of the art for each topic, collection of more relevant sources and systematization of materials, and development of a survey among participants before the event.

The hosting cost was calculated considering that we estimate to be able to host half of the participants with non-cost solutions.

With this current budget, WMF would be contributing a 28,80 % of the total costs of the event organization.

We aim to reduce the costs of the event as much as possible. If the final costs is lower, it would be re-transfered to the WMF.

Project scope: Synthesis edit

Synthesis: The overall objective is to promote from Amical Viquipedia, in partnership with the Institute of Government and Public Policies of the Autonomous University of Barcelona, the organization of the event Building digital commons. Building digital commons and collaborative communities addresses specifically online communities (as Wikipedia and other Open Web and Open Source communities). It aims to create entrance doors and give projection (at the local, continental and global level) to the Wikimedia community, encourage the collaboration and mutual learning and support with other collaborative communities building digital commons following similar values and principles as Wikipedia, building bridges between action and research in the area, address new frontiers and cutting-edge questions to promote commons initiatives in new ways, and putting in contact with other groups advocating for the rights of free culture and knowledge. In this last regard, "Building digital commons" will take place just after the third edition of the Free Culture Forum, a major free culture event that congregate several types and sectors (such as artists, musicians, educators, activists and lobbies for digital rights, among others). We believe celebrating a specific event on collaborative communities just after a major event on free culture issues more broadly, favor to give visibility and concentration on issue linked to collaborative communities, while at the same time make cross - issue connexions with other subjectivities part of the overall free culture movement.

Why? Objectives edit

Stress the makers & creators approach – To increase the visibility and address the specificities of collaborative communities around the building of digitals commons as part of the overall free culture and digital rights movement.

Mapping the digital commons and promote common actions – Identify initiatives, promote coalitions and find ways to support each other.

Systematize experiences and learn from each other (at the legal, infrastructural, sustainable, participation and governance levels) – Learn from participative communities such as Wikipedia and others, and other sectors of social and collaborative production, such as cooperative.

Create procommons references – To remark the distinction between the governance of digital commons and other forms of corporate-providers communities, and to promote free and open infrastructure.

Build bridges between action and research on commons as a form of governance, production, and horizon of socio-political transformation.

How? Working lines edit

Through a series of pre-event activities, working lines and a common final outcomes.

Pre-event activities:

Booklet: Basic readings on the topics of the event for participants.
Questioners & interviews to participants previous to the event (in the line of this methodology that was developed in previous events such as the questioner on "Free and open infrastructure" http://wiki.fcforum.net/index.php?title=Collection_of_answers_to_the_questionnaire).

Working lines:

1. Participation and Engagement in peer-driven collaborative creation edit

This working line aims to bring together wikipedians and other open communities and brainstorm on the “participation and community engagement” topic, trying to explore and visualize best practices and empirical knowledge in community / user engagement.

Goals of "Participation and Engagement in peer-driven collaborative creation" working line:

Gathering people from outside “day-to-day Wikipedia contributors” and identify barriers that lowers the user's participation.
Explore why people keep contributing and how we could figure out ways to keep the balance between a dynamic community and the decreasing number of contributors.
Broke the "participation and community engagement" problem into small problems.
Identify best practices from each open knowledge/software communities and explore those that can be transfered to Wikipedia.
Brainstorm cross project synergies in community growing. Explore how to encourage people from other open software/knowledge projects to participate in Wikipedia and sister projects and vice versa.
Presentation and discussion around empirical research on communities participation.

This working line will be based on two working sessions, project Bliz and deploying Sparklez. A firts session presenting facts and research on participation in collaborative communities; and a second one discussing around specific ways and best practices for manage and increase participation and engagement.

Project Blitz: Fair session

We will be having a wikipedians fair session where members of wikipedia communities could showcase the latest projects they have been working on (eg. Glam Wiki, Wiki Love Monuments, Wiki Schools, Participation and Multilingualism, among others). This way, we will offer a good opportunity for others to know better wikimedia projects. We will also invite along other communities to show up their initiatives and projects.

Deploying Sparklez

During the Digital Commons and Collaborative Communities forum, we will deploy, experiment and document Sparklez. Sparklez will be facilitated by Alina Mierlus (Mozilla Community). Sparklez is about finding the best ways to cherish sparks that happen between people at live events. 2. Digital social economy: Sustanibility of collaborative creation edit

This working line will consist on two sessions.

2.1 Systematize forms and formulas for individual and collective sustainability of collaborative creation.

It aims to systematiza what we know about sources of sustainability of digital commons and best practices (such as cases like Wikipedia, Open Streets Maps, among others) and discussions over the whole scenario.

It consists on short interventions and discussion on the base of the questions:

How do the iniciatives adress the question of substenaibility and which lessons could be extracted in terms of the economy of the commons.
Overall ecosystem for the susbtainability of digital commons.

Session facilitated by the group Platoniq and Enric Senabre wikipedian and facilitator of Goteo project.

2.2 Promoting the dialogue between the cooperative tradition and commons collaborative discussion.

This session consists on two sets of cross dialogues between digital commons practitioners and members of cooperative tradition. It will be complemented with the use of hand signs, positioning in the space depending on the view in regards to each speaker and direct points interventions

Warming up interventions are based on:

Cooperativist roots & challenges of the present <<< Discussant from from new forms of online substainability

After the warming up interventions, there will be open discussion, and an intervention in order to synthesis the emerging reflexions.

Session facilitated by Marco Berlinguer and Ruben Martinez (researchers in the area).

3. Mapping free culture and digital commons movements and facilitate a strategic discussion edit

This working line aims to do a collective refelction which goes beyond specific cases of collaborative communities. It consists on a discussion for mapping digital commons and having an strategic debate of common needs. It will include a warmp up presentation of a map of digital commons movement resulting from empirical research and general discussion. During the session, hand signs, possitioning in the space depending on the view in regards to each person speaking and direct points interventions will be used during the whole session.

Session facilitated by Mayo Fuster (Amical wikipedian, wikipedia researcher and member of Wikimedia Foundation Research Committe) and Joan Subirats (commons senior researcher).

After this session on "General discussion: Mapping free culture and digital commons and strategic political debate", there will be a breaking on working groups around specific commons initiatives.

Working groups:

Systematization of knowledge, formation and action research. Project: School of the commons.
Giving visibility and building alliances of Digital Commons. Project: Commons Move.

Finally, there will be a reporting from the working groups, synthesis of the whole working line and defining next steps.

Final outcomes edit

Creation of a digital commons alliance/network: A network to promote a digital commons vision and interests, strenghten the relationships between communities in order to suport innovation and facilitate collaboration and sharing of resources.

Online publication & resource How to manual on digital commons: participation engagement, sustainability formulas and over all free culture networking: It refers to a final resource which systematize the knowledge generated at the event and beyond on the working lines the event adressed. It will include links to useful audiovisual material. All multimedia material will be made available to Wikimedia Commons. This manual be produced or/and at least later deployed to Wikibooks, so it can evolve within that wiki through future editions of the event.

1) Wikipedians/wikimedians edit

We aims to combine wikipedians/wikimedias from different context and from wikipedias of different sides.

Different contexts:

In order to approach the question of participation engagement in very diverse socio-economical context, we are interested on having the participation of wikipedists from east Europe and other continents. We think this might help us:

1) To understand the diverse challenges wikipedians face and have it present when thinking about the Wikimedia movement as a whole.

2) We believe putting together the analysis and the solution found in very diverse context could be a very creative exchange to imaging new formulas.

3) To support new chapters or/ and groups in a more challanging context to promote Wikipedia.

The porpuse of the grant (as previosly presented at the budget) is importantly directed to assure the participation of wikipedians from other places. The event itself is open to any wikipedian/wikimedian and other wikipedians/wikimedians will have the possibility to apply for the scholarship to cover their travel costs. However, in order to give an idea of the set of representation from other contexts we aim to gather, we provide the following list (the specific wikimedia/wikipedia mentioned does not have to be understood in an exclusionary way, it only aims to give an idea of the equilibrium between several contextes we aim to gather; but wikipedians from the similar region (such as West Europe) would be perfectly exchangable from the ones mentioned here):

Latino-America: (Not grant for this but willing participation). Wikimedia Brazil: Possible appropiate profile could be Thomas da Souza (currently based in London, so the costs would counts like a European trip).
East Europe: 1 grant. Possible appropiate profile could be Milos Rancic (Wikimedia Servia and Language committe).
West Europe: 1 grants. Wikimedia Italy: Possible appropiate profile could be Luca Landucci Wikimedia Italy organizers of the Festival of digital freedoms (http://www.libertadigitali.org/). (Not grant for this but willing participation)(Wikimedia Germany: Possible appropiate profile could be Alice Wiegand (who participated in previos Fcforum events and expressed interest in the celebration of this event), Mathias Schindler, Denis Barthel, and/or Angelika Adam (promotors of Wikimedia Academy and research on Wikipedia).
Spain: 5 grants. One of the goals of the event it to build bridges and cross the perspectives which emerged between action and research. In this regard, we consider Felipe Ortega, who has developed the most relevant study on Wikimedia participation, would be a fundamental contribution. Other members of Wikimedia Spain, such as David Gomez (also with the double profile of wikimedian and wikipedia research) and Gongora, both based on Barcelona, have been following the organizational process and could be of great contributions. We would be happy to have also other participants from Wikimedia Spain, plus Amical Viquipedia/Wikipedia Catalan which are not based in Barcelona.

Still, even if this is the profiles we consider are the most relevant one to engage for the event; we want to garanty that other people that we initially are not considering have the possibility to take part. In this regard, we will do an open call for applications to the scholarship and give the possibility to other wikimedians/wikimedians to apply to the scholarship, and select them on the base that they provide good arguments on the contribution and inputs they consider they would give to the event goals.

Different sizes of participation:

We aim to approach the participation engagement from a cycle perspective, that is how participation evolve in Wikipedia over time and scale, and which solutions are best for the diverse phases. In this regard, we would like to have input from big Wikipedias, but also the knowledge and reflection that emerge from the "just born" wikipedian communities. In this regard, we think the participation of people from the Language committees and their work on expanding wikipedias in other languages, could be a very useful insights. In this regard, we consider profiles such as Amir E. Aharoni (Wikimedia Israel and WMF) and Milos Rancic (Wikimedia Servia) could also be of great contribution to the discussion.

Apart, we also expect that representatives from the Wikimedia Foundation, particularly from the Community Department (such as Zack Exley, who expresed interest to attend previous Free culture forum editions), Dario Taraborelli (Senior Research Analyst), Erik Zachte (Data Analyst) and /or Amir E. Aharoni (Wikimedia Israel and WMF) could attend the event and would be of great contribution. Wikipedia founder, Jimmy Wales, and Wikimedia board (such as Samuel Klein, who has expresed interest to the role of Amical Viquipedia and previous Free Culture Forum editions) would be also much welcome.

The scholarship grants (as presented in the budget) aims mainly to assure we could assure at least this scheme of wikipedians/wikimedians at the event. We are open to others suggestions to coinvolve other wikipedians and wikimedians in any particular manner. Plus, not need to say that any wikipedian/wikimedia would be most welcome!

Finally, again, it is in the core of this event to advance seriously (with a combination of research and experienced knowledge) in our understanding of the issues of the agenda and this to result in specific outcomes that can be transmitted and shared with other people that did not take part in the event (people organizing the event (such as Mayo Fuster, Joan Subirats and Marco Berlinguer has a long experience of extracting outcomes from events that if needed can be reported in detail). This is an important dimension for us. In this regard, we would like to stress again the resources we are putting in order to make sure the event starts with an elaborated framing of the work (developed before the event a systematization of content and developing research to adress the questions of the agenda - both aspects being already in place) and in terms of a rich and of quality work of the outcomes resulting from the event (more in concrete the "How to manual on digital commons: participation engagement, sustainability formulas and over all free culture networking", and the documentation of the event" (again both to be made available to Wikimedia Commons.) In this systematization process, many other wikimedians/wikipedians will be contacted and consulted (such as to answer the survey), even if they do not participate physically on the event. Possibilities to participate virtually (though IRC and social media) will also be provided.

Travel grant: How will the selection happen?

The criteria for the selection will be based on "wikipedians balance" (with aiming of keeping an equilibrium between several contexts and several dimensions of Wikipedians), and gender balance (with an orientation of 50% per gender). Above, we have presented an initial selection of what we consider would favour a good balance between several Wikipedia perspectives.

This scheme will serve as a guidelines in the selection process. However, the selection of the specific participant would happen by an open call for travel scholarships. We will be given people interested to attend the possibility to apply for the grants (even if they were not among the list of profiles we inittially considered) on the base of the arguments why they are interested or could contribute. A scholarship committee (composed by three members of Amical Viquipedia (Joan Gomà, Barcelona and KRLS), plus the advise of the two lead organizers of the event (Mayo Fuster Morell and Mariana Gavre) and the advise of the WMF, will do the selection of the candidates.

2) Participants from other experiences edit

People involved in other communities and experiences are also welcome and expected; plus, the program itself is built over a collaboration between Amical Viquipedia and IGOP, and other local iniciatives such as Goteo, Platoniq, Hackasaurus BCN and local Mozilla, or internationals, such as the Berkman center for Internet and Society.

There is a total of 29 participants confirmed from other experiences other than Wikipedia (to mention some: Open Knowledge Foundation (UK), Creative Commons (France), Comunes.org, Open University of Catalonia, Barcelona Media, Verkami, Genealogy collaborative communities (UK), Free Knowledge Academy (The Netherlands), Students for free culture - Europe, Osservatorio della Cybersocietá, among others). Other 80 initiatives has been contacted. Institutions related to culture and education have also been invited (in the line of the GLAM program to promote relationships with institutions). In fact, the event is taking place in one of the main cultural institutions of Barcelona city, Center of Contemporary Culture of Barcelona (CCCB).

3) Researchers specialised in the area edit

For the organization of the event, Amical Viquipedia has established a parnership with IGOP (a research center) in order to full fill the goal to create connexions and bridges between the knowledge emerging from the experience and the knowledge emerging from empirical research. Furthermore, an special effort to assure the contribution from reseearchers in the area and particularly Wikipedia researchers has also been done. To mention some researchers involved or that we have invited to aattend the conference: Prof. Joan Subirats (Autonomous University of Barcelona), Dr. Felipe Ortega (University Rey Juan Carlos of Madrid), Dr. Mayo Fuster Morell (Harvard University), Dr. Felix Stalder (Academy of Art and Design, Zurich), Dr. Eduard Aibar, David Gomez, and Marc Miquel (Open University of Catalonia), Jorge Salcedo, Marco Berlinguer and Ruben Martinez (Autonomous University of Barcelona), Carlos Castillo (Yahoo! Research Lab), David Laniado and Andreas Kaltenbrunner (Pompeu Fabra University), and Mathias Schindler (promotor of the Render project - firts involvement of a Chapter of a major research project, among others.

4) Participants attending Free Culture Forum edit

The Building digital commons event is going to take place after the Free culture forum and in a 250 metres of distance. The two events overlap on Saturday, however, the programs has been designed in order to favour most cross-participants exchange as possible. On Sunday there is not overlapping. In this regard, we expect local and international attendees of the Free culture forum will also join occasionally or during the full Building digital commons event. We will take an active role in explaining to each participant about the additional opportunity to participate in the FCF, so they can adjust their travel dates and accommodations to that end.

Introduction to the Free culture forum

The Free Culture Forum (FCForum) is an international encounter of civic society actors on free culture, digital rights and access to knowledge. It took place in Barcelona for the first time from October 30 to November 1, 2009 and second time from the 28th to the 31st of October 2010. It took place jointly with the oXcars, a free culture festival. Against the powerful lobbies of the copyright industries, the FCForum is a space for the construction of proposals arising from civil society in order to strengthen citizen’s positions in the debate around the creation and distribution of art, culture and knowledge in the digital era. At FCForum 2009 was created the Charter for Innovation, Creativity and Access to Knowledge, a comprehensive legal compendium that has been adopted as a Charter by many organizations around the world. The document covers over 20 years of legal proposals for adapting copyright legislation to the digital era, and was drafted by more than 100 specialists and major organizations from twenty different countries. It was endorsed among others by Jimmy Wales. It has turned out to be a very effective tool for counteracting reactionary legal proposals from content industries lobbies such as ACTA, and the Spanish Law for Sustainable Culture, among others. The second FCForum 2010 focused on economical models. It resulted on a [Declaration and How to Manual on sostenibility of creativity on the digital era http://fcforum.net/en/sustainable-models-for-creativity]. The declaration was signed by more than 80 organizations and personalities of the free culture scene, such as Richard Stallman.

For the third edition of the FCForum 2011, we considered it was necessary to build bridges with Wikimedia movement and give more protagonism and specificity to collaborative communities building digitals commons. In this regard, it was decided to organize in collaboration between organizers of the previous editions of FCForum, Amical Viquipedia and the Institute the Government and Public Policies (IGOP), an specific Forum focused on the digital commons and collaborative communities agenda.“

Project goal edit

The main after-event aim is to continue the design of a series of processes that could help us define further participation and community engagement strategies as: online campaigns (for both subtainability and user engagement), face to face events but also strengthen the collaboration with other initiatives and find ways to share resources and knowledge.

As a medium/long term goal, we would consider the increase of participation in local Wikipedia community. It is very difficult to measure the growing rate achieved thanks to this initiative because it will be merged with natural community trend and with grow obtained due to other actions. We expect that altogether will help us to keep the year to date grow in active users between 5% and 15%. We expect to strengthen the collaboration with other local institutions and experiences (such as IGOP and the CCCB).

Also, we expect to strengthen the collaboration with other Wikimedia Chapters and Wikimedia Foundation and find common lines between our initiatives, strategies and projects of the Free culture and digital rights movement.

As a concrete outcome of the Digital commons forum, it will be elaborated a How to manual on digital commons: participation engagement, sustainability formulas and over all free culture networking (in order to document sessions and potential outcomes and lessons from the event organization) and an alliance of digital commons. Plus, define a series of initiatives, processes and events that could emerge from this event.

Non-financial requirements edit

We would like to have some exchange previously to the event in order to advising on the design of the event.
We would like to have the support of Wikimedia Foundation on promoting though the WMF communication channels (eg, though the blog, newsletter etc).
We would like to have during the event two representatives from WMF (especially from Community), Research department and Wikimedia board.
We would like to have some input from the WMF on the systematization of useful resources for the How to manual on digital commons: participation engagement, sustainability formulas and over all free culture networking, and that afterword, help us to spread it.
We would like that the WMF participate in some way in the promotion of a digital commons alliance.
Support the participation of WMF representatives in the event.

Fit to strategy edit

Two main lines to support the strategic planning are present in this iniciative: Increase participation and creating connexions with experts and research.

A) We consider that the project will strongly contribute on increase participation which is one of our main strategic priorities.

Improve the participation strategy for the local community will be one of the outcomes and, being an international, global focus would also help other fellow Wikimedia communities and chapters to adopt, brainstorm or replicate those processes.

Participation and community engagement, the topic chosen for the event, represents a key objective for Wikimedia Foundation's strategic plan through 2015. Taking in consideration the possible outcomes from the event, we believe that it could help making a difference in the following fields:

Community (and user) engagement: Wikipedian participants have the possibility to engage with various other participants and collaborative communities initiatives.
Participation strategy: As a result of ideas and best practices we get from the event, define a drive a strategy for increasing the participation at local / global level in Wikipedia.
Opening the community /visibility to Wikipedia Community and its projects: Through participatory workshops and wikipedians science fair, groups of peers from Wikipedia community are encouraged to showcase their projects, this way making possible finding further collaborations and common working lines with other community projects.

B) Building relationships between action and research:

Research findings have been in the base to know Wikipedia current situation and define the further strategy; Research is a way to contribute to Wikipedia and it is in line with the strategic goal of supporting innovation. Recreating experts and creating relations with Academia is a way to increase community (as pointed in the strategic goals: Increase participation and improve quality) (Reference to this is in page 9 of Strategic Plan).

Other benefits edit

GLAM institutions will be invited to the event, which could facilitate their major understanding of Wikimedia philosophy and increase connexions. Actually, the event will take place in a major culture institution (Center for contemporary culture of Barcelona).

The Digital commons Forum is organized in parnership with an academic institute. In this way, we believe that we can open our working model, projects and mission to others, especially to academic and research fields. Furthermore, we consider the event is an experience in building bridges between research inputs and inputs emerging from the community practices.

Measures of success edit

Quantificable messurements:

Number of registered participants (stimation between 80 to 150 participants)
Sustained 5-15% increase in year to date number of active contributors for local wiki projects. Taking in consideration the series of big projects (Catalan Wikipedia, Wiki Love Monuments, GlamWiki, and WikiSchools) the Catalan Community has been working on, we consider that, during the event we could find several ways to scale the participation in those projects.
Increase of connexions between wikimedians of different projects and countries (non - specific messurement, but an indicator of succes: number of local wikipedians multi-belonging to other projects).
