I'm not sure about the port, but as mentioned, all subscribers of Starhub, an ISP in Singapore, have to go through this proxy to access the internet. There is absolutely no way to bypass it unless we change our ISP. While I understand the frustrations of the stewards when people hide behind this proxy server to repeatedly vandalise pages, I don't think its fair to block thousands of innocent users on the basis of the ISP they choose to access the internet. 184.82.186.203, 184.82.186.183, 184.82.186.176, 184.82.186.166 and 184.82.186.167 and 184.82.186.56 have all been used by the "Epsom salt" spammer recently. They're all within one range, that belongs to a company in Scranton. They spam different links everytime, so blacklisting those seems useless. However, this cross-wiki spam should be stopped.   Not done, no crosswiki activity beside a file upload on commons and doesn't look like a spam bot to me, more like a misguided user or something. Global locks shut the user out of their account without any explanation, leaving the user rather puzzled and confused, while that is okey for spambots, it's not okey for human who could be acting in good faith although rather misguided.
