These collectively form the following school IP list that have been doing vandalism for years. They need to be given at least 1 year's break at the minimum from this.

Not only do these IPs all have multi-year blocks on enwiki, they're all vandalizing simplewiki. It is likely that if local blocks are implemented on simplewiki, they'd go on to a third wiki.

Depends where you are trying to edit, to where you may also be getting blocked. Stewards control global settings (globally blocking IP addresses, and locking accounts), whereas local wikis also have the ability to both block IP addresses and block accounts, specifically for their wikis. That again would depend upon where you were editing, why/how you were blocked, and whether you were going to apply for a local or a global exemption. FYI global exemptions do not override local blocks. So there are local explanations at local wikis, and we have explanations for when you hit global issues. Hello, I saw three accounts(이창영, 억울하당께, DangsumM) locked. locked reason is LTA. But 이창영 is just kid in comparison to Unypoly. Unypoly has attacked since 2008(full-scale: since 2010). He just used puppet account for community dispute and his accomplishment of intention. He was blocked at more 2 wikis and has 120+ puppet account. kowiki community have suffered from his behavior and finally decided consensus. The consensus is that if anyone see his pattern, directly do block request. I couldn't report it until now, but I report it now based on three accounts(이창영, 억울하당께, DangsumM). Please judge this case. Done. I have granted the request based on the practice of WMF from locking no longer staff member's accounts. It can be argued that those accounts had sometimes high level of accesses and a much wider representative role while WMUK is "simply" a local chapter. I don't mind if another steward overturns the lock or feels it is unnecesary. Should that happen I'll abstain from doing this in the future. My account has been blocked with a message saying that it's a open proxy. The exact message is as follows: "Editing from your IP address (220.255.2.149) has been blocked (disabled) on all Wikimedia wikis until 10:27, 5 April 2013 by Shizhao (meta.wikimedia.org)" I do not know what that means, and I wish to unblock this account. Can somebody help me out with this and clarify things with me please? I'm using my account from home, my ISP is Singnet, and this IP is probably a dynamic IP changing every time I restart the broadband. Do I have to create another account just to edit something?
