And it seems like my kids stumbled across my computer and started vandalizing wikis. I pretty much made sure they wouldn't stumble around the computer when I am working on the Wikimedia Projects. the ban was imposed on this single IP address only (see [1]) because of cross-wiki spam.
  1. the ban was done properly as cross-wiki spam needs this kind of global ban and only the single IP address has been banned, not the whole range, which would have been much more disruptive to regular users
  2. as this is a dynamic address from an austrian mobile provider, so a ban of 1 month seems to be not usefil to me, for two reasons:
    1. a notorius spammer simply reconnects himself and gets a new IP, being able to continue the spamming
    2. regular users, such as Karl Gruber, are being blocked a in the long run and don't know why and how this could happen. In this case Karl approached me and I advised him to restart his modem, afterwards he was fine.
Another important note: With this global ban user cannot even complain or contact on this page, so telling them to go to Steward requests for more information is pointless. People are effectively being blocked from doing anything, including to find out why they are blocked, if they are not technical gurus, knowing where to find Global Block logs or that they need to restart their modems.
Suggestion: Global bans on dynamic IP addresses shouldn't be longer than 3 days in order to avoid or minimise these problems. Normally these users get a new IP address every 24 hours, so even 1 day might be good. --Manuel Schneider(bla) (+/-) 09:06, 5 December 2013 (UTC)

Karl Gruber was unable to comment / ask here before getting a new IP address, that's a fact. Nonetheless, the collatoral damage is higher, many users don't even know why that happen to them and what should they do. So we really should minimise the collatoral damage, especially as the block doesn't achieve its goal anyway - at latest after 24h, regular users are being affected by the block and the spammer is not. That can't be the goal. Hence my suggestion in limiting these blocks to 1 or maybe 3 days. --Manuel Schneider(bla) (+/-) 10:56, 5 December 2013 (UTC)

It was a problematic IP with spambots, and these days stewards generally find that a block for a month is more effective than shorter. In this case it takes a little more time, nuance, familiarity, and a good IP domain tool to identify that this is a range for a mobile telephone company. A week would have been more suitable, so I have removed the block. @Karl Gruber: so apologies for your getting caught, though no apologies should be necessary for imposing the block. It is an imperfect science, and battling spam is something that we wish we didn't have to do. There is a spammer within the range, and if the provider is assiduous maybe we can work with them to identify the perpetrator and they can take actions; are they helpful with abuse complaints? — billinghurst sDrewth 11:00, 6 December 2013 (UTC)

There is a web server operating from the IP address [3] and it is the source of spam; so I am suspecting that it is a closed proxy rather than an open proxy. I am reticent to completely remove the block, so I have converted it to a soft block.
