The 185.17.93.0/24 range of IP addresses is a set of co-located servers, so it is possible anything could happen through those servers. The abuse will be there one day, and at another range at another time. This ip is assigned to my personal Dedicated server at OVH I use for cross-wiki bot edits, and as a proxy if I am using an unsafe Internet connection. This server is managed only by me, I have secured it well, and I am also the only one with access to that VPN. Is there a possibility to exclude this ip from the block range?     • Move to strike the request because of personal movements of Itti and his friends. I'm an active user since 2008 and i participate in a lot of Wikipedia versions in other language. Especially a lot of activity at Wikimedia Commons to contribute media or correct / improve informations. A global block makes this impossible. It's the way you argue that is not allright: "If the editor is misusing email on dewiki, this can be handled locally there by any administrator." The user has been blocked on dewiki and his wikimail has been blocked as well (see [9]). What he is doing now is to send harrassing emails to German user using his wikimail in other wikipedia projects. As I noted above, please read the global banning policy as this governs the available action in this particular case. A Steward cannot apply a global account lock unless the user is, amongst others, indefinitely blocked on more than one Wiki and that block resulted from a community discussion. That is not the case here. In the absence of meeting the criteria in the policy there is no action I can take that will block email access across all projects. If you believe the user is harassing people to the extent that it is a violation under the Global locks policy then please make that case, preferably via email to stewards@wikimedia.org as it no doubt would contain personal information. Misspellings to happen, I don't think that's relevant to the case, especially as you made two yourself in the above statement. Onto the matter at hand, yes, it can be solved locally. The user has had, as I understanding, the email access withdrawn on the relevant wiki, dewiki. If he contacts users inappropriately on other projects, his email access can be withdrawn there and then the issue can be considered globally, but as of now it seems like a localized issue. Is there any evidence that this user has been abusing the email feature from other Wikimedia wikis to harass others from dewiki? If so, that information could be sent to the stewards' mailing list, which could then be reviewed by CheckUsers to see if the alleged onwiki email feature was in fact abused. They could probably check the contents of each email, without being able to check the sender, recipient and CC'ed email addresses usually found in the headers of email services. Only then however would we even start to consider a global lock necessary. (That being said, a user could potentially abuse the email function on a wiki without ever making any edits there, problematic or otherwise. Thanks, Billinghurst. I saw a speedy deletion tag placed by the complainant here on a resource in Chinese on Beta.wikiversity, which appears to be the only normal contribution this user has made. I suspect either a very young user, or someone who, for whatever reason, does not understand the function of wiki pages, and seems to have a habit of placing a signature on them. This user may need to be temporarily blocked on local wikis, if there is sufficient disruption, and that has happened on three wikis, but a global lock would prevent communication and cooperation from developing. The user is blocked on two wikis for harassment against a user and decided to take that cross-wiki.
To say a friendly "hello" on a talk page is no reason for being blocked. But considering that it's the talk page of the Danish blocking admin and it's also done cross-wiki I see this as harassment as well. Spammers can generally be handled at wiki level, we would typically only lock xwiki accounts (which usually includes spambots), and some stewards don't even see that need.   • Futher explanation: Dutch television presenter Albert Verlinde is called "filthy Kwalbert Verlinde" (vuile Kwalbert Verlinde), where kwal- means "jerk" in Dutch. Singer Jamai is being called a homo, which is an abbreviated form of homoseksueel and is often used as an offensive term, clearly meaning "faggot" in this context. The URL on the user page points here, where it says: "You are a filthy gay!!". Nep kutje means "fake cunt". These user pages, created four times on different wiki's, are clearly intended to insult people. It has been created by sick bigot.I am referring to "http://www.swastik.org/" I did not know that I couldnt edit without logging in or whatever it might be. I request to remove the block and permit me to make the edit.
