MF-W previously blocked that range (anonymous only) for a month (log here), which helped a lot (they continued editing from a different IP range, as I mentioned on that page, but the block reduced the amount of editing they were doing by quite a bit). The same day the block expired, the user went back to doing exactly what they were doing before, e.g. creating blank pages (mr:द इनक्रेडिबल्स, mr:ड्रैगन बॉल जे़ड, mr:पॉकेमॉन), recreating deleted pages (sq:Sesame Street), creating pages with no useful content (te:మిక్కీ మౌస్, mai:द मपेट्स) and generally being a nuisance by creating lots of stubs in lots of languages they can't speak which keep getting deleted (cdo:The Muppets, li:Lisa Simpson, be-x-old:Мапэты).

@Sentree: Could you please provide more links/list of ip's that are abusing , because /16 is large range and i never heard of this vandal before, so don't want to block a larger range with single evidence. also please remember that global blocks are not a substitute for local blocks, if a local admin is unwilling to place a block for longer time then that is upto local projects, we cant override that.--Shanmugamp7 (talk) 16:21, 7 November 2015 (UTC)
A Finnish LTA. I'm calling this one as "didier drogba vandal" (because of [3]) or "dna vandal" (because of using DNA isp). Blocked so many times also locally on the Finnish Wikipedia[4], but because the same vandal is also on fiwiktionary and fiwikiquote it might be better to put a global block. "A Few" links more: [5], [6], [7], [8], [9], [10], [11], [12], [13], [14], [15], [16], [17], [18], [19], [20], [21], [22], [23], [24] (and there can be more links existing)... I do not know, are they too old links, but this kind. In Finnish Wiktionary the 37.136.x.x is now passive, but I do not know about the other projekts. On the article Piimä in Finnish Wikipedia the accounts are extremely propably of 37.219.x.x... In Finnish Wiktionary Hunsvotti, our youngest admin has said, that 37.219.x.x could be prevnted for the longer time, so he/she is agreeing with me. And in Finnish Wiktionary 37.219.x.x has been prevented very many times (too many!) so if I were admin in Finnish Wiktionary, I would have blocked this vandal for 21 days. To me the fi wikis should be able to manage this with their blocking tools. If they are choosing to not to do so or are using short blocks, then that would be the community's consensus. If you believe that the block should be longer at those wikis then please start the conversations locally, at the wikis. Aboobackeramani has for a couple of years tried to promote himself on :en:w, cf. en:w:Wikipedia:Sockpuppet investigations/Aboobackeramani/Archive. His autobiography, en:w:Aboobacker Amani is salted.

Recently he has launched an online magazine titled Calicut Review. Calicut Review has been promoted with cross-wiki articles cf. WikiData entry. Most articles have now now been deleted, but he is edit-warring my addition of {{delete}} on ks:ؤشمهؤعف قثرهثص, and on ur:کالیکٹ ریویو, and has created ug:کالیکٹ ریویو today.

I bounced this off of a CU on en.w who suggested to post here for your consideration of global locking accounts.

Global lock for Serten

Serten has been renamed today into Polentarion which is now the user's name. There has been confusion about that, and another user created the account Serten new a few hours later and then reverted Polentarion here, VM, he has been blocked then as impostor account against Polentarion (Ex-Serten), so please block the new Serten account globally, there are a lot of locally unblocked new accounts now. Maybe that might be a blocked user, named Alkim Y who has been globally locked some time ago and stalked Polentarion/Ex-Serten often on his user talk page and on other pages. It would be better to do a forced rename for the new Serten account to something like "vandal account xyz" and then create a new account and block that because of its own wish, because it has been used globally for years with that name, and it's confusing because of lots of signatures with that name, when it now has to be globally locked. Then someone might think, the Ex-Serten himself would be globally locked. Can you please fix this mess? Thanks. --Winternacht (talk) 09:55, 17 November 2015 (UTC)

Thanks. You mean en:WP:Doppelganger account. Yes, that would be good. It would be easier, if you create this new account yourself after renaming and then send Polentarion the password for the new account via Wikimail. I will tell him about that. Is it technically possible, that all the redirect pages on some wikis will not be moved again with renaming the locked account? Otherwise, they all will have to be moved back after the rename.
By the way: The revert by the new account was about the word "fröhliche Arbeitssaccount" which has something to do with those lots of accounts of Alkim Y, formerly known as Fröhlicher Türke (before he has been renamed into Alkim Y), so the word „fröhliche“ which has been reverted refers to Alkim Y. AY also created other impersonation accounts previously (and still is very active by IP and new accounts), one had been named ArgumentElopVM (see de:w:Spezial:Linkliste/Benutzer:ArgumentElopVM, CU request on de-wiki, referring to user:Elop, another had been named Special:CentralAuth/Elop the Drunken Teacher). So, this is a typical behaviour of AY (formerly known as DWR, Special:CentralAuth/Die Winterreise, which has no global lock, by the way, but there should be a few unblocked local renamed accounts because of SUL finalization like Special:CentralAuth/Die Winterreise~enwiki which also should be blocked). Please exclude this range from the global IPv6 range block of OVH (2001:41D0:0:0:0:0:0:0/44) done yesterday by Vituzzu. This is the range used by Wikimedia Poland toolserver as mentioned in an earlier request. Current block hits also registered users and causes all maintenance bots runnig on tools.wikimeda.pl to stop. At least registered users (bots) should be excluded from a block including the above range. A wikimedia trustee suggested I contact the stewards if the arbtration committee failed to get back to me. I understand a reluctance to override, but given that the user who is holding the block over the account is a member of the arbitration committee, contacting the stewards was a logical choice.
