Steward election announcement[edit]

Hi Martin Urbanec,

I was wondering where the elections were announced as I am currently active in several projects and on none I became aware of the elections by some official announcement. On Meta the elections get announced over the Main page, but I doubt many of the active Wikimedians in the many sister projects visit the Meta Mainpage. At commons for example the important issues such as the technical survey or the wiki loves folklore are announced at the watchlist, also the sysop elections in the English get announced over the watchlist. In the Alemannic wikipedia the Good articles candidates get announced at the watchlist. There were also some comments about the low voter turn out in the steward elections. Thank you for reaching out! The elections are announced by a central banner. A screenshot of this banner is available at [1]. The banner is configured to display at all Wikimedia projects, however, individual users might opt-out of seeing some or all banners via their preference (or block them via a gadget, or similar). I'm unsure if something similar happened to you as well. That being said, a central banner is likely the most visible place where an event or activity might be announced, hence, we went with that option. It is also the same method using which other movement-wide voting/elections are announced, such as the UCoC ratification vote.
For people who do not visit the wikis often or who disabled their banners, we also announce the elections via the wikimedia-l mailing list (see the message I sent on February 06).
If you have any other ideas about where SE2024 could or should be announced, please let me know!

Yeah, thank you for the reply. It's the first time I read about the banners and when I checked them, I had them all activated. I can go to any project, let's say the French one where I have only edited a few times, and there is no Steward election announcement perceivable for me, at least not there where Sysop elections and other events are announced on other projects I edit. Just a little update. For others the banner/"central notice" is not visible either. @Ferien (sorry for the ping) for example also doesn't see it on the English Wiki. Now I saw the banner for a few moments at one page of the English wikipedia, when I checked at another page I did not see it and when I returned to the page I have seen it, it was gone again. What you are talking about regarding enwiki RfA notifications is en:WP:Watchlist notices -> en:MediaWiki:Watchlist-messages. That's something each local community needs to do individually.
For global notifications CentralNotice can be used, which is the case for the steward elections. I could think of three reasons why you are not seeing the banner:
  • Special:CentralNoticeBanners/edit/stewvote is only shown to desktop users (according to phab:T214773 because the script is not working properly for mobile users).
  • Impression diet [2]: One individual will see the banner only two times per cycle (one cycle being one day). This is done in order to not annoy people. If you miss the banner (e.g. by clicking away to another page), you'll probably not see it again until the next day.
  • Traffic limit [3]: currently the campaign is set so that only 45% of the total incoming traffic (siteviews) can see the banner. I don't know the reason though.
Generally it should be up to local communities to spread awareness about the steward elections – which is what many communities do:

Thanks @Johannnes89 for chiming in! To provide a bit more context, the traffic limit is a standard thing (CentralNotice/Usage_guidelines says it should be <50% unless explicit consensus exists to do otherwise).
Ad the banner, it is also possible that some adblocker software @Paradise Chronicle uses might consider the central banner as an advertisement, and prevent it from displaying. Unsure whether that might be the cause though. Browsing Wikipedia logged-in, but from an incognito browser window, likely would show the banner if the ad blocker is the case.

I have no adblocker nor do I edit from an incognito browser window. There are many possibilities how the Steward elections banner can be blocked. Is this done so on purpose? The sysop elections, the events are visible very well, why not the steward elections if it concerns the whole Wikimedia community? Paradise Chronicle (talk) 00:33, 11 February 2024 (UTC)[reply]
@Paradise Chronicle At the global level, the steward elections banner is not blocked in any way (quite the contrary). I am able to see it without issues at both Wikimedia Commons and English Wikipedia (the two projects you have the most edits on); it displays once in a couple of pageviews, but it is there.
The banner might be blocked by individual projects and/or individual wikimedians, but that is beyond the control of the Election Committee. If you cannot see the banner (see screenshot at https://ctrlv.link/ZAWP) at any Wikimedia projects, it is highly likely that your account and/or computer is configured in a way that prevents displaying the CentralNotice banners. The incognito window was a suggestion for you to try (not a possible cause) – if the banners do not work while browsing normally, but they do work in the incognito window, then something in your browser prevents the banners from displaying. You can also achieve the same result by trying browsing Wikipedia in a different browser.
As @Johannnes89 mentioned before, besides the CentralNotice banner, the propagation of elections is pretty much up to the local community. The Election Committee cannot order Wikimedia projects to give the same space to steward elections as they do to sysop ones – it is beyond our control. What we can affect is the banner, which is regularly displayed during the steward elections.
