Docs: update on Toolforge admin docs for SSL certificates

Description

Following the events of past friday, I considered that our docs on SSL certificates for Toolforge required a refresh.

I created this: https://wikitech.wikimedia.org/wiki/Portal:Toolforge/Admin/SSL_certificates

Please, review the docs (specially the technical steps to ensure I didn't miss anything).
It would be good to have concrete copy-paste friendly commands. But we can live without them for a bit longer I guess.

If we are all happy with the new docs, let's just resolve this task :-)
