But it really should just prevent people from adding the keys entirely. Should be trivial to have puppet dump a list of the prod ssh keys somewhere and have OSM check it. Note that we'd also need toolsadmin/Striker to implement such a check as well.

As discussed on IRC, it needs doing in the i18n messages so it eventually appears in all languages after being translated
