Type of quota increase requested: RAM

Reason:
We are planning on notifying ~30k editors about their eligibility and are expecting a pretty big increase in concurrent usage. We're doing load testing (T279048) to determine what resources will be required.
We already got a large temporary increase in vCPUs (T290580) but we don't have enough RAM to resize our instances to take advantage of them with the existing instance flavors.

Could increase our quota to 32GB?
