Unless they are done on Google's side, modifying aliases can only be done by
opsen; so this needs a wider discussion about where the aliases should live.

yea, the idea was to move them to the Google side. this wider discussion has
been going on in some form or another since we had meetings with CT and Yossie
about it and even before that.. which doesn't mean i know the solution.. just
that we still have a lot of tickets about it..and _some_ groups are nowadays
handled by OIT.. i just don't see a pattern anymore
