Established in 1997, OSI-Brussels acts as a liaison to facilitate collaboration between the organizations of the Soros foundations network and West European partners, including the various institutions of the European Union (EU), bilateral donors, and nongovernmental organizations (NGOs).

OSI-Brussels assists the programs and organizations in the Soros foundations network with their efforts to make contact with donors, and informs partner organizations about the mission, activities, and methods of the network. OSI-Brussels also works to raise awareness in European intergovernmental organizations, governments, and opinion-making circles about issues of concern to the foundations in the network. The office advocates broader international support for, among other things, civil society, human rights, independent media, democratic reform, and the rule of law.

OSI-Brussels also helps foundations collaborate with other Brussels-based international NGOs on issues concerning EU funding for human rights and democracy; and the facilitation of visits of network officers, grantees, and civil society leaders to Western Europe.

OSI-Budapest serves as the main hub for OSI initiatives outside of the United States. It develops and implements programs in the areas of educational, social, and legal reform, and assists the other organizations in the Soros foundations network by providing administrative, financial, and technical support. Along with OSI-New York, it administers network programs, which address specific issue areas on a network-wide basis.

OSI-Budapest also supports a variety of other initiatives throughout Central and Eastern Europe and the former Soviet Union, with an emphasis on human rights, ethnic and minority issues, civil society, and women's issues. The office is located in the Central European University (CEU) complex in downtown Budapest, and its programs draw upon CEU's resources.

Open Society Foundation-London is a liaison and resource office that operates on behalf of the OSI initiatives and Soros foundations that work in close partnership with the British government and London-based NGOs. The office helps build donor partnerships; serves as a channel for information and contacts; develops coalitions with long-term partners; and raises awareness in UK policy circles about issues of concern to our network. The office also provides logistical support to the reconstituted OSI international advisory board.

OSI-Paris acts as a liaison and resource office to help foster cultural and educational exchange programs between Soros foundations and other Western European countries.

Since 1997, OSI-Paris has focused primarily on the Belarus Project, which was initiated in 1997 when the Belarus Soros Foundation was forced to close. The Belarus Project supports the development of open society in Belarus through a number of projects focusing on independent media, nonpartisan voter information and mobilization campaigns, human rights, and civil society resource centers. With the exception of this project, all other OSI-Paris operational and grant-giving programs are being phased out.

OSI-Paris translates and evaluates proposals and grant requests and directs them to appropriate Soros foundations and network programs. It also assists OSI employees with obtaining Schengen visas for colleagues in the network. Since May 2001, OSI-Paris has acted as an OSI board liaison office, helping all national foundations to implement appropriate board rotation procedures.

OSI-Washington, D.C. was established in the aftermath of the terrorist attacks of September 11, 2001 and the resulting policy changes within the U.S. government. The office focuses on addressing violations of civil liberties in the United States and expanding OSI’s policy and advocacy work in the areas of criminal and civil justice reform. In addition, OSI-Washington, D.C. plays a key role is building a framework to influence debates over global economic policies, such as those involving international development assistance.
