In order to be able to implement the operations of monetary policy and exchange rate policy the Riksbank works with counterparties that have signed an agreement with the Bank.
Unlike counterparties of exchange rate policy, monetary policy counterparties must be participants in the RIX payment system.
However, an institution can choose to participate in RIX without being a monetary policy counterparty.
