In June 2002 we determined that the evolving debate over Iraq was crying out for objective information on Iraq's current likely capabilities, and that the IISS had an obligation to put before a wider public the best available information.  The IISS has, through the creation of The Military Balance, substantial experience and reputation in gleaning as much information on military holdings as possible and in preparing clear facts for publication.  On that basis we decided to work on what we styled a Strategic Dossier on Iraq's Weapons of Mass Destruction: A Net Assessment
 
The IISS Strategic Dossier, Iraq's Weapons of Mass Destruction: A Net Assessment was published on Monday 9 September 2002 and press conferences were held in Brussels, London and Washington DC that morning.
 
The presenters in Brussels were Professor François Heisbourg, Chairman of the IISS Council; Steven Simon, IISS Assistant Director; and Klaus Becher, IISS Helmut Schmidt Senior Fellow for European Security. 
 
The presenters in London were Dr John Chipman, IISS Director; Dr Gary Samore, IISS Senior Fellow for Non-Proliferation; and Dennis Gormley, IISS Consulting Senior Fellow for Technology and Defence Policy.   
 
Colonel Terence Taylor, President of the IISS-US office and IISS Assistant Director, led the Washington DC event.
