County Board Approves Interim Plan with Beaverton
Plan calls for a comprehensive agreement about delivering urban services

Hillsboro -- The Washington County Board of Commissioners approved an interim urban services plan in December of 2004 with the City of Beaverton. The interim plan identifies two service areas in the urban unincorporated area adjacent to Beaverton, one short-term and one long-term, in which the county and city will coordinate efforts to provide urban services.

Timeline for Long-term Urban Services Planning in Washington County


Date Activity

1986

Washington County Board of Commissioners adopts the county’s strategic plan, County 2000. The plan identifies cities or special districts as the most appropriate providers of urban services to urban unincorporated areas of the county over the long term. Every board of commissioners since this time has maintained this policy. The board established two special service districts, the Enhanced Sheriff’s Patrol District and the Urban Road Maintenance Service District, to provide interim services to the urban unincorporated area.

1993

Oregon Legislature passes and Governor signs SB 122. Legislation requires local governments to work together in establishing long-term boundaries and urban services providers.

1996

Tigard Urban Services Study begins. The multi-year study involved all affected jurisdictions and extensive public input in determining long-term borders and urban service providers.

1996

Metro, Beaverton, Portland, all affected special service districts and Washington County start a public process to determine an urban service boundary between Beaverton and Portland. After extensive public input, Beaverton’s eastern border was established along the Washington-Multnomah County line, except for areas that had already annexed to Portland by that point.

1998

Hillsboro/Beaverton Area Urban Services Study begins. The multi-year study involved all affected jurisdictions and extensive public input in determining long-term borders and urban service providers.

2003, February

Tigard, Washington County, all affected special service districts, and Metro formally adopt the Tigard Urban Services Agreement. The unanimous approval of all affected governing boards acting in public meetings is accomplished. The agreement officially identifies Scholls Ferry Road as Tigard’s eventual northern border.

2003, May

Hillsboro, Washington County, all affected special service districts, and Metro formally adopt the Hillsboro Urban Services Agreement. The unanimous approval of all affected governing boards acting in public meetings is accomplished. The agreement officially identifies the east-west border of the Hillsboro and Beaverton School Districts as the eventual border between the two cities.
