I urge you to cosponsor H.R. 3729: To amend title 46, Untied States Code, to provide a monthly monetary benefit to certain individuals who served in the United States Merchant Marine and Army Transport Service in World War II.

These services were part of World War II Armed Forces who were were responsible for the Supply and Logistic that supplied U.S. and Allied Forces.

Mariners delivered troops and vital supplies to all fronts and took part in all invasion from Normandy to Iwo Jima.

It took up to 15 tons of supplies to support ONE soldier one year. Thus the availability of merchant shipping was the most critical factor in allied military planning.

Merchant ships faced danger from submarines, mines, armed raiders, enemy war ships,aircraft, "Kamikaze," and the elements. Thousands of merchant ships were sunk.

Mariners suffered the highest rate of casualties of any service, 1 in 26 being killed.

The ratio for all other combined was 1 in 55.

The need for mariners was so desperate the entry age was dropped to 16 years old.

When President Roosevelt signed the GI Bill in 1944 he stated, "I trust Congress will soon provide similar opportunities to members of the merchant marine who risked their lives time and time again during the war for the welfare of their country".

But President Roosevelt died and Congress failed to pass a similar bill for mariners beaus of opposition by powerful lobbying groups who spread lies and rumors.

Many World War II mariners who were high school drop outs never recovered economically from the sacrifices they made for their country .
with 240 killed before the attack on Pearl Harbor, and countless numbers killed after VE and VJ Day due to mines.

Please cosponsor H.R. 3729 which will, in some small measure, make up for these inequalities.

The American Merchant Marine Veterans China Coasters Chapter was started by a small group of active and retired American seamen. They held their first official meeting in October of 1983. The reason they started this organization, being to educate the American public and our government as to the importance of a strong American flag Merchant Marine and to help their fellow American seamen. They also sought recognition for what the American seaman had done to help achieve victory in WW2 as well as the sacrifices they had made in the Korean and Vietnam wars.

After joining hands with the S.W. Florida Group in 1984, the China Coasters were instrumental in helping the Desert Mariners get started in Arizona.

Our first effort to help American seaman was to host a Thanksgiving dinner for the boys on the beach in need due to the shipping slump prevailing in 1984. This affair now has become an annual event for the China Coasters.

At our membership meeting on March 23, 1985, member Arthur Bartlett made a motion to erect a memorial statue to seamen in San Pedro. This was the birth of the American Merchant Marine Veterans Memorial.

The China Coasters in 1985, to bring the fledgling outfit closer together arranged a Western Conference in Phoenix, Arizona. Attending were the China Coasters, Desert Mariners and a representative from the national office in Florida.

In 1986, the China Coasters arranged a delegate's meeting to take place in Cape Coral, Florida. Four China Coasters traveled at their own expense to express their views on how to make this a truly national organization with Chapters throughout the country, to ask the National, to adopt and support the concept of the American Merchant Marine Veterans Memorial Statue, to choose San Pedro as the first Convention sight, and May 22, 1987 as the date. These proposals were accepted by the National.

During 1986, the China Coasters Chapter was at the forefront of a drive to solicit state legislatures for Proclamations attesting to the valiant deeds of seaman in war and peace also the need for a strong American flag merchant marine. In doing this, they educated legislators and gained sympathy toward our quest for Veterans status and a strong Merchant Marine, proclamations have thus far been received from 26 states.

On May 22, 1987, the first National American Merchant Marine Veterans Convention convened in San Pedro, California. Represented were the National officers, the China Coasters. Desert Mariners, Gulf Stream, and Southwest Florida Chapters. The Convention opened with the dedication of the statue sight by the Mayor of Los Angeles and ended three days later on a note of unity.

It was in 1987, the China Coasters planned and together with a delegation of Desert Mariners made a trip to Murmansk, Russia to pay their respects to our departed Merchant Marine Brothers who are buried there. Upon arrival in the Soviet Union, they were given a hero's welcome, and attended many banquets and dinners given in their honor, they also received TV and press coverage. Our delegation met with the mayors of Murmansk and Leningrad. They spoke at length with Admirals, Generals and other dignitaries. Those who made this visit would like to think, in some small way they helped mold the improved relations between our two countries.

Also during 1987, the China Coasters were instrumental in helping the North Atlantic, Puget Sound and Oregon Chapters get started.

The year 1988 brought with it the veterans status for WW2 service we had fought so long to achieve. The 1988 AMMV Convention opened in San Pedro with a ground breaking ceremony for the American Merchant Marine Veterans Memorial Statue. We had representatives from the National office in Florida. The China Coasters, Desert Mariners, Gulf Stream, New England, North Atlantic, Oregon, Puget Sound and Southwest Florida Chapters at this Convention. A stellar accomplishment of doubling the number, of Chapters in Convention in just one year. The Convention ended on a positive note.

Following the Convention, the China Coasters were instrumental in helping the Golden Gate Chapter in San Francisco get started.

On December 12, 1988, the 22 foot bronze American Merchant Marine Veterans Memorial Statue depicting one seaman helping another up a Jacob's ladder after their vessel had been sunk was mounted on its base in Gibson Park, San Pedro. This statue was sculpted by renowned artist's Jasper D'Ambrosi and his two sons Mark and Michael. A large dedication ceremony will take place Maritime Day, May 22, 1989, after work on the Memorial Plaza has been completed.

A motion was made and carried at our December 1988 meeting to procure a building for the China Coasters, this is our next project. We now have 260 members and growing, our projected time for procurement of a building is 6 years, by that time it will be an absolute necessity.

The China Coasters are proud to be an active Chapter of the American Merchant Marine Veterans and will do its part in moving the organization forward as we have done in the past.

Join the American Merchant Marine Veterans, a growing organization of active and inactive seamen. Help us gain recognition for what we, the men and women of the Merchant Marine have done for our country in war and in peace. This is a nonprofit organization governed by it's membership.

We stand for a strong American Merchant Marine and will help launch and support legislation along these lines. We intend to help the cause of American seaman and American sea power.

The American Merchant Marine Veterans is a national organization with chapters throughout the country. Membership dues are $24 per year.
