Summary

The inflation rate decreased from 1.7% to 1.6% in December 2006 (0.9% in December 2005). Swedish consumer prices were on average unchanged from November to December. The CPI for December 2006 is 286.43 (1980=100).

Higher costs within the groups Transport (0.6%) and Package holidays (5.2%) contributed with 0.1 percentage points each to a monthly change in the CPI. Decreasing costs on clothes (-1.0%) and electricity (-1.5%) contributed downwards with 0.1 percentage points each to the monthly change.

In December, the underlying inflation rate according to UND1X decreased to 1.2% (from 1.3% in November). The Harmonised Index (HICP) remained unchanged from November to December and has increased by 1.4% since December 2005. The Net Price Index remained unchanged from November to December and has increased by 1.9% compared to December 2005.

The Consumer Price Index is compiled monthly and covers the consumption according to the domestic principle. The weights and the sample of items are updated at the beginning of each year. The weights for the major groups are based on the private consumption in the Swedish National Accounts statistics.

The prices used in the index are prices actually paid by consumers, including VAT and other indirect taxes. There are basically two different methods for price collection. For most services and some goods the central staff collects the prices, either by telephone, small-scale mail survey or internet. For most goods and some services the enumerators collects the prices by visiting the outlets directly. Price collection is done in the middle of the month. The prices are the ones valid the 15th day of the month or the week in which the 15th day occurs.

The Consumer Price Index is computed as a chain index with annual links. Each annual link measures how much the average price level in the year concerned has changed from the average price level of the preceding year with weights based on the geometric mean of the consumption volumes of the two years concerned. The final link measure how much the price level in the current month has changed from the average price level two years ago with weights based on the consumptions volumes two years ago. The CPI numbers from January 2005 will be a direct continuation of the present series with index base year 1980=100.

The major sources of error in the CPI are lack of coverage, sample error, error of adjustment for quality difference by product replacements and deficiency in the data from which the weights are being computed. The most important lack of coverage concerns the consumption of kindergarten services and elderly care which, at present, are not included in the CPI. Calculations indicate that the sample error for total the CPI is about 0.4 percentage points for a year link, expressed as a 95 % interval of confidence.

Net Price Index is defined as an index in which the base and current year prices of consumer goods have been reduced by the sum of the indirect taxes which in different processing stages constitute cost elements in the production of the final consumer goods and services.
