Srebenica Massacre Petition

Support the Arrest of
Radovan Karadzic and Ratko Mladic

Dear President Bush:

It has been almost ten years since the massacre at Srebrenica in July 1995 and the signing of the Dayton Peace Accords on December 14, 1995, at Wright Patterson Air Force Base in Dayton, Ohio. This agreement ended the war in Bosnia.

The international community, with the United States taking a leading role, has invested billions of dollars on the peacekeeping mission in Bosnia, on economic reconstruction, and on the International Criminal Tribunal for the Former Yugoslavia (ICTY) in The Hague.

Over the course of the past decade, economic life and security have improved markedly in Bosnia and Herzegovina, largely as an outcome of this aid and investment. However, the ICTY has taken years to get up to speed and to finally have a docket of suspected war criminals. Many of these criminals have been convicted of genocide, and crimes against humanity and are serving time in prison.

The most noticeable failure of the international community, including the United States, has been the inability to locate and arrest Radovan Karadzic and Ratko Mladic.

These men were the political and military leaders most responsible for the massacre of between 7 to 8,000 Bosnian men and boys in a few short days in July 1995. Karadzic and Mladic have both been indicted twice by ICTY. First, for atrocities committed throughout Bosnia during the war, and then specifically for the massacre at Srebrenica. This noticeable lack of justice has not been lost on the citizens of Bosnia, including survivors from Srebrenica, who have had to live with the legacy of this genocide knowing that the chief perpetrators are still at large.

We recognize that Serbia has handed over numerous war-crime suspects recently and commend them for these efforts. But we are adamant that these efforts are inadequate until the two most significant indictees, Radovan Karadzic and Ratko Mladic, are also surrendered to The Hague.

We, the undersigned, therefore demand of your administration the following:

Support the immediate apprehension and arrest of Radovan Karadzic and Ratko Mladic and commit to seeing this achieved no later than on December 14, 2005.

Allocate US intelligence and military resources to locate and arrest Karadzic and Mladic.

Share intelligence and coordinate efforts with European counterparts in locating and arresting Karadzic and Mladic.

Put diplomatic pressure on Serbia and on Republika Srpska to cooperate with international efforts to arrest Karadzic and Mladic
