Special Registration/NSEERS


Non-immigrants from certain countries may be subject to Special Registration upon entry to the United States. This is part of the National Security Entry-Exit Registration System (NSEERS).

1.
Individuals subject to Special Registration are required to use only designated ports of departure (after checking in with an immigration officer at the port on the day of the departure) when leaving the United States. Certain non-immigrants may apply for an exemption of the departure control requirement, under limited circumstances.

2. DHS retains the option to call in individuals subject to Special Registration for re-registration on a case-by-case basis. Iit can notify an individual nonimmigrant to appear for re-registration. A notified individual would be provided with at least ten days of advance notice. The regulation allows DHS to notify such individuals in various ways, including by regular mail, e-mail, or through an announcement in the Federal Register.

3. Failure to comply with Special Registration requirements constitute a violation of nonimmigrant status, and individuals who failed to comply with Special Registration obligations in the past may be subject to penalties.
