The Roma Participation Program existed as a separate grants program supporting Roma activism in Central and Eastern Europe. The Roma Participation Program provided institutional support and training to grassroots Roma NGOs engaged in community-issues advocacy. In addition, the program supported broad-based Roma-led campaigns, such as school desegregation, aimed at systemic policy reform.

In 2008, the Roma Participation Program merged with the Roma Initiatives Office to form Roma Initiatives, which continues to support training, internships, institutional grants, and grassroots advocacy.
