The Soros Foundation–Kazakhstan seeks to respond to the political changes within the country while continuing to promote international standards for civil society, good governance, and a more democratic state. Policymaking, arts and culture for youth, public health, women's issues, and education have been priorities for the foundation as it moves towards developing a more open society. The foundation has developed and supported programs that focus on the following:
- building the infrastructure for an independent press by conducting professional training and investigative reporting workshops for journalists;
- bringing together local governments, NGOs, and public libraries to improve information technology systems and to increase citizen involvement in and access to public affairs;
- stimulating open discussions on the challenges of education reform;
- sponsoring workshops on educational management; and
- expanding HIV prevention and harm reduction efforts with more training sessions, study tours, and seminars for staff members at centers dealing with public health, HIV prevention, and youth.
