The Program on Governance and Public Policy, an Open Society Institute initiative, has closed. From 1998 to 2003, the program worked to strengthen institutions of representative democracy in the United States, to reengage citizens in public life, and to ensure that public services respond to public needs.

The program supported research, education, and nonpartisan advocacy for reform, primarily in three areas: the political process, including efforts to reduce the influence of money on elections and legislation; the devolution of public responsibility from the federal government to states, localities, nonprofits, and the private sector; and media policy, focusing on efforts to ensure that media serve the public by encouraging pluralistic democracy.
