May 15-21, 2009 The fallout from a gas pipeline explosion April 9 in Turkmenistan continues to create tensions between Russia and Turkmenistan, and the gas is still not flowing. Russian Energy Minister Sergei Shmatko said May 19 that the two countries have been haggling over compensation terms, but seemed confident that Ashgabat was now sending positive signals.
