COUNTING, AND TRANSMISSION OF RESULTS FOR OVERSEAS ABSENTEE VOTING
IN HONGKONG AND SINGAPORE IN CONNECTION WITH THE
10 MAY 2010 NATIONAL AND LOCAL ELECTIONS.

WHEREAS, Republic Act No. 9369 authorized the Commission on Elections to use an automated election system as it may deem appropriate and practical for the process of voting, counting and transmission of results;
WHEREAS, in pursuit of this mandate, the Commission on Elections adopted a paper–based automated election system for use nationwide in the May 10, 2010, National and Local Elections;
WHEREAS, in Resolution No. 09-0685, dated October 13, 2009, the Commission on Elections approved the use of the said paper-based automated election system in the conduct of overseas absentee voting in Hongkong and Singapore for the May 10, 2010 elections;
NOW, THEREFORE, the Commission on Elections, pursuant to the authority vested in it by the Constitution, Batas Pambansa Blg. 881 (Omnibus Election Code), Republic Act No. 9189 (The Overseas Absentee Voting Act of 2003), Republic Act No. 9369 and other election laws, RESOLVED to promulgate, as it hereby promulgates, the following General Instructions for the Special Board of Election Inspectors and Special Ballot Reception and Custody Group in the conduct of the overseas absentee voting in Hongkong and Singapore using an automated election system:
