Project Manager for the North African Litigation Initiative
Cairo, Egypt


The Egyptian Initiative for Personal Rights (EIPR) has a position open for a Project Manager for its newly-established North African Litigation Initiative (NALI). The Project Manager will work closely with NALI’s Legal Adviser and EIPR’s Executive Director to establish and run this ground-breaking project.

The Egyptian Initiative for Personal Rights (EIPR) is an independent Egyptian human rights organization that was established in 2002 to promote and defend the personal rights and freedoms of individuals.

Background to NALI
NALI is an exciting new initiative that strives to encourage and nurture human rights activities in North Africa, with a focus on human rights litigation.

The African regional human rights system provides unique opportunities for advocacy and extraterritorial litigation for African human rights defenders. Yet North African human rights organizations and lawyers have not yet made full use of the African system’s mechanisms. NALI will attempt to remedy this weakness and its causes by identifying human rights organizations and lawyers in Libya, Tunisia, Algeria, Mauritania, Egypt and Sudan in order to help them enhance their capacity to engage in strategic litigation activities before the African human rights system.

Duties of Project Manager

The principal duties of the Project Manager will be to:

1.
Assist EIPR’s Director and NALI’s Legal Adviser to identify human rights organizations and lawyers in Egypt, Sudan, Libya, Tunisia, Algeria and Mauritania, including undertaking field-missions to these countries to visit NGOs and lawyers;

2.
Draft and distribute outreach and educational materials for North African NGOs in order to build relationships and institutional capacity;

3.
Organize seminars and trainings in Cairo that will be attended by, amongst others, international lawyers, NGOs and members of regional human rights systems;

4.
Attend sessions of the African Commission to support North African NGOs and lawyers with submissions and filings;

5.
Compile an ongoing and regularly-updated database of information on the human rights situation in North Africa and on specific human rights developments in each country;

6.
Conduct research for any cases that are filed;

7.
Manage all logistical and budgetary matters related to travel arrangements (of both NALI staff and North African defenders) and trainings/ seminars;

8.
Manage a timeline for NALI submissions before the African Commission and ensure that all required paperwork and information is submitted at the appropriate time;

9.
Maintain and monitor all NALI activities.


Required Qualifications

1.
Fluency in English, Arabic and French is required;

2.
University degree;

3.
Knowledge and experience of the MENA region and NGOs working in this region;

4.
Knowledge of the African human rights system;

5.
Strong interpersonal and communication skills including spoken, written and presentation skills;

6.
Strong research skills, including ability to keep up-to-date on all human rights developments in North Africa;

7.
Excellent organizational skills (previous experience with seminar and/or training planning preferred);

8.
Ability to work well independently and with others to achieve results;

9.
Strong sense of initiative and drive in order to identify and reach out to NGOs across North Africa;

10.
Ability to create and use databases and spreadsheets for effective logistical and budgetary organization.
