In this paper, I depart from the common emphasis of conservationism in environmental policy. Based on evidence from Chepalungu, I argue that policy for forest preservation and trypanosomiasis control were implemented for racial and tribal segregation. But the process wasn't merely top-down; it was temporally and spatially complex characterized by negotiotations and contests between Africans and colonialists. |
