Abstract: This paper identifies and outlines the role & importance of various Institutional Repositories (IR) in India. The rapid advent use of IT has completely revolutionized the library systems and changed library services. In India open access movement is getting momentum in libraries to overcome the access barriers of scholarly publication. The institutional repositories were identified through a study of the literature, as well as internet searching and browsing. Each of the Institutional Repository software has a lot of features, unique facilities and excellent capabilities, which the users could explore and experiment. But in this paper we have tried to compare only, two Institutional Repository software i.e. Dspace & Eprints & its role in building Institutional Repositories along with the comparison the various aspects of D-space & E-print software, the various institutions using it in India for their Institutional Repository. Abstract: Reengineering as a management tool has been effectively used in many business organizations to transform vast segment of their operations and has played a major role in the resurgence of large companies world over. Reengineering requires radical rethinking and redesign of practices and processes to achieve dramatic improvements in performance while keeping the customer at the center of the exercise. Many libraries in developed countries have applied reengineering to face the challenges of declining library budgets, increasing costs of various inputs and resources, and rising demand of users for newer and faster services. Internet and information technology offer tremendous opportunities to abandon a number of old and obsolete practices and procedures, reduce time gap between the demand and delivery and considerably improve the quality of services and user satisfaction. This paper attempts to define reengineering and states how is it different from restructuring, reorganization, or quality improvement, though all these may occur as a by-product. Paper also reviews various attempts to reengineer libraries or their practices and processes. “How do we begin” lists the key elements that need to be taken care while reengineering. It highlights the need for reengineering of library acquisitions and enumerates key processes involved in the acquisition of print and electronic resources. Suggests that the reengineering of library acquisitions shall include reengineering of acquisition policy, acquisition processes, acquired material (library collection) and staff. Stresses the need for a well made plan to implement the reengineering which shall include (a) clear definition of the goals of the reengineering, (b) selecting the reengineering team, (c) identification and analysis of the policies, systems, procedures, practices and products to be reengineered, (d) developing and testing of reenginered work flow / processes, (e) implementation and time frame, and (f) gap analysis, correction. Reengineering will not be an easy task for any library. It is also not a one time job, it is a continuous long process. Librarians and libraries will face several challenges while implementing reengineering which can be overcome with the support and commitment of all stakeholders. Abstract: Electronic resources are becoming increasingly important to libraries of all types and sizes. The paper discusses present situation of the e-resource availability at the degree college libraries of Purulia District, West Bengal. This paper addresses the acquisition of electronic information resources and its collection development policy to guide the librarians at College Libraries in the selection of electronic reference-resources. Instead of focusing on how well a given publication/e-resource fits into or supports the collection, the policy gives general guidance on the selection of electronic resources. The general collection development guidelines for electronic information resources include relevance and potential use of the information, redundancy of the information contained in the product, demand for the information, ease of use of the product, availability of the information to multiple users, stability of the coverage of the resource, longevity of the information, cost of the product, predictability of pricing, equipment needed to provide access to the information, technical support, and availability of the physical space needed to house and store the information or equipment. This paper is based on exhaustive survey of college libraries in Purulia District, West Bengal. It was found that a majority of college libraries do not subscribe to e-resources. A three step strategy is put forward to introduce e-resources at all college libraries in Purulia District, West Bengal. The paper also lists a few openly available e-resources and benefits of joining library consortia. In the end, the paper lists best possible draft policy for e-resource acquisition. Abstract: The purpose of the paper is to touch upon the basic principles and importance of re-engineering and its impact on quality management of libraries in some selected technical institutes of Assam in aspects of users’ satisfaction. Libraries have always had the ability to respond to the challenges of technology, from the printing press of the middle age to the print explosion of 20th century and to the digital ‘print’ of today. With the changing world ICT plays a dominant role in today’s library and information centers. But the academic libraries of Assam especially in technical institutions except few are lagging behind. Explains the status of re-engineering of some major libraries and their services lacuna. Suggests some remedial measures for improvement in the context of digital environment. Abstract: Libraries of various institutes generally develop their own e-resources acquisition policies which they follow for acquisition of e-resources. The main object of evolving this policy is to provide easy access to all the e-resources, provide Authentic Information to users and availability to anywhere. The e-resource Acquisition Policy should follow the Library Standards like BSI (Bureau of Indian Standards), ISO (International Standards Organization) etc., Law of IPR and Copyrights should be applicable. For acquisition of e-resources and for its uninterrupted optimum utilization, libraries develop their own acquisition policy which provide safeguard while acquiring e-resources and also in the event of dispute or odd situation. In this paper, we discuss broad features of the acquisition policy which generally cover the e-resources to be selected, acquired, mode of acquisition, infrastructure required for its optimum use, collection development, availability of funds, priority to be given to e-resources to be acquired, intellectual access, ILL, technical compatibility, archival policy, contract negotiation and pricing policy, consortia acquisition, licensing, free e-resources, de-selection, exclusion of free e-resources, duplication, types of e-resources, digital collection, etc. To impart awareness among the learners and users located in remote areas,Government should take initiative to develop a network which provides information and other eresources up to that level. Abstract: This paper is the outcome of a survey conducted to assess the utilization of internet-based library services available to the faculty members of Z.H. College of Engineering & Technology at the Aligarh Muslim University. Data for the study was colleted by administering an open-ended questionnaire asking for recording of information on the various aspects of the internet-based services, frequency of visit to the library, purpose of visiting the library, Internet usage, purpose of using the internet services, use of popular Search engines, awareness about Internet services, number of E-journal consulted and the behaviors of staff members while using the library facilities. The study reveals besides other points that most of the faculty members utilize the services offered by the college library and emphasizes that the services may be improved further after proper training for familiarity with the latest Information and Communication Technologies and improvement of the existing IT infrastructure. Abstract: In the present knowledge or information society, whatever we may call it, is dominated by the largest global network offered by Internet technology. Networking is the pre-requisite of the present society to be member of it. Therefore, to become the member of the library, network has become essential without any scope for any option or alternatives. Inadequacy of resources of even biggest library of the world is the main feature of any library or resource center. Therefore, augmentation of resources at the minimum cost is the aim not only by adding own resources but use resources of other libraries. The present professional challenge is that resources may not be available in own collection, but are to be made accessible wherever these are available. As such dependence on external resources is increasing day by day. We have to borrow what we don’t have or develop a common repository by collective efforts, which requires not only willingness to begin the process but mission to achieve the objectives. Keeping in view the above points in mind this paper briefly discuss about the need of the Guwahati academic library network and objectives of networking among the academic libraries in the Guwahati city. Further it enumerates issues involved in establishing such network, point out the constraints and finally the suggestion for the success of such networks. Abstract: Libraries have always had the ability to respond to the challenges of technology, from the printing press of the middle ages to the print explosion of the twentieth century, to the digital ‘print’ of today. Modern economic rationalism demands that libraries become more accountable for both the services they provide and the funds they expand. Such accountability requires libraries to investigate, analyze and, where necessary change the methods and processes they have traditionally undertaken to justify their very existence to funding bodies. Re-engineering is about changing to the way we do things. Re-engineering is reinventing the way one does business, by stepping back and examining values, goals, and the system processes used to meet these goals. Process redesign is often an outcome of this evaluation. The acquisition process is one prime process for re-engineering as it consists of a large number of easily identifiable routines which can be compartmentalized, and altered as required. This paper is case study of Dr. B.R. Ambedkar Open University Library (DRBRAOUL) and its Acquisition Section and how to reengineer the Library Acquisitions. Abstract: The value of information is more appreciated than ever. Information collections are no longer geographically bound. Most of the libraries have had some degree of success with web based resources and electronic journals. In these instances e-resource will integrate easily into the infrastructure. There is growing awareness and use of e-resource by academics and students. Abstract: The primary objective of libraries is to organize and provide access to information to its users. Most common users of a library are scientists, academicians, technical personnel, students. It is important to disseminate the research information arrived /available to the Users in addition to archived data. It is also very important that users must be aware of the various services provided by libraries. Library managers are required to send clear messages to the users that the business of library is to provide required information in the shortest possible time. In this era of information technology, attracting people to library is very difficult. Library Heads and staff should become proactive in providing and propagating the services and facilities available at the Library.Based on the interaction with many users, and analyzing their experiences, it is found that minimization of reaction time in providing the required information to the users is essential. In this paper, services and the initiatives taken by Library known as “Knowledge Centre (KC)” of Aeronautical Development Establishment (ADE) to bring awareness about the services provided by KC are presented. Information and Communication Technology (ICT) is effectively utilized by the Knowledge Centre to achieve the objective of making available information required by Scientists in time to help them to devote more time in project activities rather spending time in searching for information. In this present era of information, computer facilities have become indispensable tools in library culture as they are effective and efficient in serving the library needs and demands. Though libraries worldwide are moving towards digitization, however from the Indian perspective, there is still a long way to go especially in the state of Meghalaya since many libraries in colleges do not even have computers. This paper explains the problems and prospects in digitizing college libraries in Meghalaya.
