Why Egypt 2011 is not Iran 1979

Alarms have been raised by those observing the popular uprising in Egypt that, while it is not itself a Muslim fundamentalist movement, the Muslim fundamentalists could take it over as it unfolds. The best-positioned group to do so is the Muslim Brotherhood. Some are even conflating the peaceful Brotherhood with radical groups such as al-Qaeda. I showed in my recent book, Engaging the Muslim World, that the Muslim Brotherhood has since the 1970s opposed the radical movements. In any case, the analogy many of these alarmists are making, explicitly or implicitly, is to Iran in 1978-79, which saw similar scenes of massive crowds in the street, demanding the departure of Mohammad Reza Shah Pahlavi, their king.

Misagh Parsa argued that the revolution of 1978-79 was made by several different social groups, each for its own reasons. The revolution was fought against the monarchy, which presided over an oil-exporting economy that had gone into overdrive because of the big fourfold run-up of prices in the 1970s. Many felt that they were not sharing in that prosperity, or were inconvenienced by the Shah’s authoritarian government.

1. THE BAZAAR: The bazaar is a way of referring to the old business and artisan classes who congregated in covered bazaars and around mosques and courts in the older part of Iranian cities. Everyone from tinsmiths, to moneylenders, to carpet import-export merchants is encompassed by the phrase. The bazaar came to be in significant competition with the new business classes (importers of tin pans were putting the tinsmiths out of business, and modern banking was making inroads against the moneylenders). The bazaar had many links with the ayatollahs in mosques and seminaries, including via intermarriage. The Shah despised the bazaar as a bastion of feudal backwardness, and imposed onerous taxes and fines on it, in addition to casually destroying entire bazaars, as at Mashhad. THE BAZAAR FAVORED THE CLERGY AND BANKROLLED THE REVOLUTION.

2. WHITE AND BLUE COLLAR WORKERS: Industrial and oil workers struck over their wages and labor conditions. School teachers and white collar professionals (nurses, physicians, etc.) protested the lack of democracy.

3. SECULAR PARTIES: The old National Front of the early 1950s movement for oil nationalization was weak and aging but still significant. The Communist Party was much less important than in the 1950s but still had some organizational ability. Left-leaning youth radicals, such as the Fedayan-i Khalq (which leaned mildly Maoist) had begun guerrilla actions against the regime. There were also secular intellectuals in what was called the Writer’s Movement.

4. RELIGIOUS FORCES: The religious forces included not only the clergy and mosque networks of dissidents such as Grand Ayatollah Ruhollah Khomeini (in exile in Najaf, Iraq and then Paris), but also religious party-militias such as the Mujahedin-e Khalq (MEK: Fighters for the People). In Shiite Islam, a doctrine had grown up that laypersons owe implicit obedience to the clergy when the latter rule on the practice of religious law. Ayatollahs have a place of honor not common for Sunni clergy.

Parsa argues, I think correctly, that the religious forces were initially only one of the important social groups that made the revolution, but of course they ultimately hijacked it and repressed the other three. Note that although the rural population was the majority in Iran at that time, it was little involved in the revolution, though it was very well represented in the subsequent revolutionary parliament and so benefited from new rounds of road, school and other building in the 1980 and 1990s.

Egypt is, unlike Iran, not primarily an oil state. Its sources of revenue are tourism, Suez Canal tolls, manufactured and agricultural exports, and strategic rent (the $1.5 bn. or so in aid from the US comes under this heading). Egypt depends on the rest of the world for grain imports. Were it to adopt a radical and defiant ideology like that of Iran, all its major sources of income would suddenly evaporate, and it might have trouble even just getting enough imported food. Moreover, the social forces making the revolution in Egypt have a significantly different profile and different dynamics than in Iran. Let us just go through the same list.

1. THE BAZAAR: To the extent that there is a bazaar (the Arabic would be suq) in Egypt, it is by now very heavily dependent on the tourist trade. Coptic Christians are well represented in it. The suq therefore tends to oppose social policies that would scare away Western tourists. The suq will do very badly this year because of the turmoil. One merchant in Khan al-Khalili once told me that the bad years for his business had been 1952, 1956, 1967, 1973– the years of the revolution and then the Arab-Israeli wars that would have been celebrated by nationalists but which he regretted.. Because few tourists came those years. That the Egyptian Market would bankroll Egyptian fundamentalists to establish an oppressive theocracy that would permanently scare away German holiday-makers is highly unlikely.

2. WHITE AND BLUE COLLAR WORKERS: These groups are among the primary instigators of the Egyptian uprising. The April 6 group of young labor activists first came to prominence when they supported strikes by textile factory workers in Mahalla al-Kubra and elsewhere for improved wages and work conditions. There have been more than 3,000 labor actions by Egyptian workers since 2004. The pro-labor youth activists have been among the major leaders of the uprising in the past week, and had pioneered the use of Facebook and Twitter for such purposes.

3. SECULAR FORCES. When I say ‘secular’ with regard to Egypt, I do not mean that these groups are made up of atheists and agnostics. Their members may go to mosque and pray and be personally pious. But such people can nevertheless vote for parties that are not primarily organized around religion. These include the New Wafd Party, a revival of the old liberal party that dominated Egypt 1922-1952 during its “liberal” period of parliamentary elections and prime ministers. The Wafd had originally represented the interests of great landlords and budding bankers and industrialists, though its original role in fighting for independence from Britain also gave it popular support. It reemerged when Egypt began turning away from Gamal Abdel Nasser’s socialism and it again championed private property rights. It attracted the allegiance of many Copts, as well as middle class Muslims. Although it has suffered divisions and declining popularity in recent elections, in a situation of free and fair elections it could regain some popularity. Then there is the Tomorrow (al-Ghad) party of Ayman Nur, who won 8% of the vote in the 2005 presidential election. And there is the Kefaya! (Enough!) movement. All three favor human rights and parliamentary democracy. There are also many secular figures in the literary establishment and in the film world (such as comic Adil Imam). And, of course, there is the ruling National Democratic Party, which has a generally secular bias and dislikes Muslim fundamentalism. Whether it can overcome its association with Hosni Mubarak and continue to contest elections credibly remains to be seen. It is now by far the dominant party in parliament, though nobody thinks the elections were free and fair.

4. THE RELIGIOUS FORCES: Unlike in Iran, there are relatively few prominent dissident clergy. “Televangelist” Yusuf al-Qaradawi, in exile in Qatar, should be counted among them. The Egyptian state had for the most part nationalized mosques and controlled the clerical corps. Few Egyptian clergyman command the respect or obedience of the laity to the extent that Khomeini did in Iran. The major religious party is the Muslim Brotherhood, founded in 1928. Although it developed a terrorist wing in the 1940s, it faced severe crackdowns in the 1950s and 1960s, and lost that capacity. Although the radical thinker Sayyid Qutb came out of their movement, the MB leadership disowned him in the late 1960s and even refuted his radical doctrines (such as declaring other Muslims with whom he disagreed to be ‘non-Muslims’) as “un-Sunni.” By the 1970s the Brotherhood’s leaders were willing to make their peace with the government of Anwar El Sadat. He let them operate if they agreed not to resort to violence and not to try to overthrow the government. In the 1990s, the Brotherhood came to counter the radical movements, such as the Egyptian Islamic Jihad, and so had a tacit partnership with the state. Egypt does not allow parties to be organized on the basis of religion, but even so Muslim Brother candidates have done well in some parliamentary elections (especially 2006), running under the rubric of other parties.

So to recapitulate. The white collar and labor activists are far more central to the organization of the Egyptian protests than had been their counterparts in the Iranian Revolution. The Egyptian “bazaar” is much less tied to the Muslim clergy than was the case in Iran, and far less likely to fund clerical politicians. Whereas Iran’s bazaar merchants often suffered from Western competition, Egypt’s bazaar depends centrally on Western tourism. Secular parties, if we count the NDP, have an organizational advantage over the religious ones, since they have been freer to meet and act under Mubarak. It is not clear that the law banning religious parties will be changed, in which case the Brotherhood would again be stuck with running its candidates under other rubrics. And, Sunni Muslims don’t have a doctrine of owing implicit obedience to their clergy, and the clergy are not as important in Sunni religious life as the Shiite Ayatollahs are in Iran. The Muslim Brotherhood, a largely lay organization, has a lot of support, but it is not clear that they could gain more than about a third of seats even if they were able to run in free elections.

One of the sources of the Muslim Brotherhood’s popularity was its opposition to Mubarak, and it may actually lose followers without him around. Other religious politicians and entrepreneurs may proliferate, in a freer atmosphere, dividing the religious section of the electorate. And, the Brotherhood could well evolve to be more like Turkey’s Justice and Development [AK] Party than like its old, sectarian, underground self. There is nothing in MB ideology that forbids participation in parliamentary democracy, even though it was not exactly a big theme of its founder, Hasan al-Banna.

Some analysts read off support for the MB from Egyptians’ religiosity. Egyptians have been undergoing a religious revival in the past couple of decades. You have to think about them like southern evangelicals in the US. When I am in Egypt it reminds me a lot of South Carolina in that regard. But that people go to mosque, or that their women wear headscarves, or that they value religion, does not necessarily translate into them voting for a sectarian and somewhat cliquish group like the Muslim Brotherhood. Many pious Muslims are factory workers and so closer to April 6 than to the Brotherhood. Many women who wear headscarves do so to legitimate their entry into the modern labor force and appearance in the public sphere. National identity co-exists with the religious. Egyptians are also great nationalists, and many insist that the Egyptian nation is a framework within which Christian Copts are completely legitimate participants.

A recent Pew poll found that 59% of Egyptians favor democracy in almost all situations. And fully 60 percent are very or somewhat worried about the specter of religious extremism in their society. About 61% do not even think there is a struggle between modernizers and religion in Egypt.

Among the 31% who did see such a struggle, 59% favored religious forces and 21% favored the modernizers. Barry Rubin and Michael Totten misread this latter statistic to be true of all Egyptians. They are wrong. The statistic is not about Egyptians in general, but about the third of them who see a conflict between modernizers and religion. 59% of 31% is 18% of the whole Egyptian population who favor fundamentalists over modernizers. The rest either favor the modernizers or think it is a phony conflict. Not thinking that modernism and religiosity conflict is generally a liberal point of view.

It cannot be assumed that the Muslim Brotherhood is the future face of Egypt, and there is no reason to think it has the popularity or levers of power that would allow it to make a coup. The Brothers are more likely to gain further influence (as they already have since 2006) via parliamentary elections. I cannot, of course, know whether there will be new parliamentary elections in Egypt soon, whether the Muslim Brotherhood will be allowed to run, or how well, exactly, they will do. They would likely be far more influential in a democratic Egypt than they have been under Mubarak, but I cannot see what would make them hegemonic. They would want liquor to be banned throughout the country, e.g. which would be very bad for tourism, and a lot of Egyptians depend on tourism. Of course, social groups sometimes do go in directions that irrationally harm their economic interests. But the Cassandras have no proof that Egyptians will take that path.

Pressman: The Cyclical vs. the Fundamental in U.S. Policy

The Cyclical vs. the Fundamental in U.S. Policy: Suddenly both are in flux

If you run Washington, how best to maintain the flow of Persian Gulf energy supplies at a reasonable price, protect Israel, and – choose your era – block the Soviets or undermine al-Qaeda? While U.S. policy on the Gulf side of the Mideast has long been fluid and ever-changing, the Egyptian protests have suddenly challenged a different and seemingly fixed guideline: Washington can rely on pro-U.S. dictators and not push hard for democratic regimes.

U.S. Gulf policy has been in constant flux, moving between self-reliance and reliance on some combination of Iran, Iraq, and Saudi Arabia: The two pillars in the 1970s (Iran and Saudi), the Rapid Deployment Force and U.S. CENTCOM, the tilt to Iraq during the Iran-Iraq War, Operation Desert Shield/Storm, dual containment, alliances with the Gulf Cooperation Council states, and regime change in Iraq culminating in the 2003 invasion. Of course such shifts were not random but rather often came about as a response to events like the Iranian revolution or the Iraqi invasion of Kuwait.

What is the right analogy for this aspect of U.S. Gulf policy? Maybe it is like a mountain climber on Mt. Everest. After each tough section, the climber reaches the next camp and rests. Sometimes there are moments of stability. But come morning, the climbing party will have to set out again. Nothing stays calm for long and it could all fall apart whether due to one’s own shortcomings or larger factors beyond one’s control (see Into Thin Air.

Yet in contrast, the U.S. approach across the entire Mideast has been straightforward and stable: being pro-American trumps being democratic. Insert Mubarak’s Egypt, the al-Saud dynasty, the Hashemites in Jordan or the like. Even George W. Bush, despite protestations to the contrary now by his acolytes], never pressed Saudi hard and let things slide with Egypt by the second half of term two. Bet on the stability of autocrats rather than the complexity of democracy. As time went on and the U.S. face (and aid) was so intimately tied to these regimes, the odds that democracy might unleash anti-American or, at a minimum, neutral politics increased.

Thus, what we have witnessed in the last decade has largely been unsettling and familiar until Tunisia and Egypt. The United States invaded Iraq with an insurgency supplanting rose petals. Iran sought to fill the power vacuum as it meddled in Iraq, pushed nuclear research, rhetorically attacked Israel, and continued siding with Hamas, Hizbollah, and other U.S. rivals. In short, U.S. Gulf policy was again in shambles with the U.S. ally (post-Saddam Iraq) in turmoil and the U.S. adversary (Ahmadienjad’s Iran) seemingly ascendant. Back to the drawing board – AGAIN! – on the Gulf.

But what Tunisia and Egypt have challenged is the enduring guideline of U.S. foreign policy, that while theoretically risky, endless short-term commitments to autocrats would never come unraveled. (A bet, by the way, that the United States has made many times in many countries around the world.) Suddenly, there is a hint of democracy, the possibility that Arab leaders and parties who express popular preferences will not only emerge but also create space between their foreign policies and U.S. foreign policy.

This hint of democracy is a double threat for Washington. It means dictators will not last forever, and it means democrats, should they follow, may not be reflexively pro-American (what should be an obvious point when they replace a pro-American, anti-democrat). I would agree that the general concern about the changing balance of power in the Gulf since 2003 and what that means for the region is important to consider. But I would also suggest it is part of the cyclical U.S. challenge of advancing its interests in the Persian Gulf. It has been decades of ups and downs. In contrast, Tunis and Cairo shake up the static part of U.S. policy in a fundamental fashion and challenge – or possibly force – Washington to engage in a fundamental rethink.

Million-Person Marches and the Army Backs Off

Despite efforts of the regime of Hosni Mubarak to forestall it by canceling trains to Cairo and throwing up checkpoints, masses of Egyptians poured into Tahrir Square in downtown Cairo, as well into the downtown of Alexandria, on Tuesday morning. Other twitter reports say that people are walking in to the capital from the outskirts. There are an estimated 20 million people in the Greater Cairo area, so it would be hard to isolate it! The tens of thousands said to be thronging in Egypt’s two biggest cities are attempting, by the sheer force of their people power, to impress on Hosni Mubarak that his government simply cannot survive.

The Egyptian army made clear late Monday afternoon Cairo time that it would not repress peaceful demonstrations. A spokesman read out a statement on television: The military said it was fanning out through the streets to prevent looting and acts of sabotage. It said that the military recognized the legitimacy of the demands of the people and of the demonstrators who are asking for vast political and social adjustments. It said it would “never resort to the use of force against this great people.”

Meanwhile, the newly appointed vice president, Omar Suleiman of military intelligence, offered to open negotiations with the demonstrators.

Some analysts are interpreting these statements as a two-pronged strategy. But I wonder if they do not point to a split in the security forces. Suleiman is from military intelligence, not the regular army. The new prime minister, Ahmad Shafiq, is an officer from the relatively elite and pampered air force (like Mubarak himself).

The statement about not using force on the people came from the regular army, which is made up of a combination of staff officers and thousands of conscripts. Army chief of staff Lt. Gen. Sami Anan (Enan) may have decided to preserve the unity of his branch of the armed forces, the closest to the people, by throwing the other three under the bus.

As a smart Pakistani analyst put it:

‘ The Egyptian theatre now has four key players — Lt Gen Sami Annan, Chief of Staff of the Egyptian Army, Field Marshal Mohammed Hussein Tantawi, Defence Minister, Air Marshal Ahmed Shafiq, Minister for Civil Aviation [and now Prime Minister], and Lt Gen Omar Suleiman, the intelligence chief. Of the four, Lt Gen Annan commands 468,000 troops, Field Marshal Tantawi oversees 60,000 Republican Guards while Lt Gen Suleiman is rumoured to be ailing. ‘

Thus, Suleiman’s offer to negotiate is probably a way of trying to keep the newly appointed military cabinet in power, perhaps with an eye to new elections, by reaching out to and perhaps bringing in from the cold at least some of the opposition. Lt. Gen. Anan, in contrast, seems not to care very much whether the Mubarak crew stays in power or not, as long as the institution of the army is safeguarded and law and order can be preserved.

In a mass popular uprising of the sort now ongoing in Egypt, unity of the military and security forces, their backing for the ruler, and willingness to be ruthless, are key to a government remaining in power. This combination of factors was present in Iran in summer-fall, 2009. But the news out of Cairo late Monday and into Tuesday suggests deep divisions and diffidence in the military, which bodes ill for Mubarak.

Meanwhile, opposition leader Mohamed Elbaradei warned Mubarak that he had better flee if he values his life. He said that crowds were no longer simply calling for his resignation, but were beginning to call for him to be put on trial.

I watched some official Egyptian television. It is disgusting, with the same tone and snark of Fox Cable News (which is calling the peaceful demonstrators “rioters.”) The anchor actually defended the security police for shooting down dozens of people on Thursday and Friday. “What else could they do?” A call came in from someone ranting that it was all a Muslim Brotherhood plot. Another man insisted that a few people in the street did not represent the whole people. You get a sense of what the salon conversations of Marie Antoinette must have been like in 1789.

Million-Person March Planned as Elbaradei made Opposition Leader

Protesters in downtown Cairo on Monday morning were calling for a general strike. On Tuesday, they said they will launch a ‘million-person march,’ clearly with the aim of toppling the Mubarak government.

On Sunday, a multi-party coalition of oppositionists had formed a 10-man committee to head their movement. The leader of the committee, in turn, is Mohamed Elbaradei, the former head of the International Atomic Energy Agency. Elbaradei came down to Tahrir Square in the city center and addressed the thousands assembled there, to rapturous applause.

He repeatedly demanded Hosni Mubarak’s resignation. .

The Muslim Brotherhood is among the parties in the coalition backing Elbaradei. Their leadership may feel that having a secular person as the face of the movement will cut down on the fears of budding theocracy and threats of Western intervention.

Also among the proposed steering committee is long-time Mubarak opponent Ayman Nour. He had run against Mubarak in 2005, and was promptly jailed when the official statistics showed he had only garnered about 8 percent of the vote. Nour, head of the Tomorrow (al-Ghad) Party, had earlier proposed that the major opposition parties form an alternative parliament, which could then oversee the transition to full democracy. Elbaradei now seems to be endorsing this idea.

Meanwhile, further statements from Hosni Mubarak and his regime give a sense of his current strategy. He implicitly blamed the Muslim Brotherhood for the sabotage and arson that has been committed against government institutions, including police stations. He contrasted the hooliganism of the Brotherhood with the peaceful aspirations of most Egyptians, and pledged to work for economic and social reform (while giving the pledge no content). Mubarak is attempting to split the movement against him by sowing seeds of doubt among its constituents. These include Coptic Christians, educated middle and upper middle class Muslims, and non-ideological youth, as well as the Muslim Brotherhood. By suggesting that the MB is taking advantage of the protests to conduct a campaign of sabotage behind the scenes, with the goal of establishing a theocratic dictatorship, Mubarak hopes to terrify the other groups into breaking with the Muslim fundamentalists. Since middle class movements such as Kefaya (Enough!) are small and not very well organized, Mubarak may believe that he can easily later crush them if he can detach them from the more formidable Brotherhood.

It is a desperate ploy and unlikely to work. Mainstream Muslim Egyptians and Copts do have some fear of the Muslim Brotherhood as a sectarian and fundamentalist tendency, but their dislike of the Mubarak government for the moment seems to overcome their anxieties about a theocracy.

The other part of the strategy of Mubarak and his VP Omar Suleiman may be to gradually take back control via the army, and then slowly squeeze the crowds out of public spaces. If that is their plan, the million-person march on Tuesday could turn sanguinary.

But as one Egyptian woman said, “If they fire on the Egyptian people, Mubarak is finished . . . And if they don’t fire on the Egyptian people, Mubarak is finished.”

Kolin: How the US Became a Police State

To understand how the U.S. government became a police state, look no further than how it freed itself from colonial rule. For the American Revolution was, by and large, the result of a mobilization of the masses by the elites to liberate the colonized from a colonizer. It was the starting point of the myth of how the post- Revolutionary government would embody democracy.

The truth was that after the American Revolution, the thinking among economic and political elites was that America had become too democratic, especially as mass democracy expressed itself on the state level. The appearance and growth of democratic practices was perceived by elites as a threat to the expansion of state power. The government responded primarily through the use of force and violence, seeking to extend control over people and territory within North America through genocidal and ethnocidal measures against American Indians. Slavery was increasing in importance to the economy, in service of the expansion of state power. It is no coincidence that American Indians and slaves were the earliest groups defined by the government as political outsiders. Groups depicted as enemies of the state throughout U.S. history and described as “others” served as a convenient justification to enlarge state power at the expense of democracy.

Organized labor, especially its more radical elements, also challenged elite rule in the nineteenth and twentieth centuries, and political repression was turned loose against them. In surveying U.S. history, it becomes clear that the actions of the government in the end were intended to disrupt and eliminate progressive, mass- based political movements. The state viewed labor organizations as political outsiders, seen as seeking to subvert the government by forming an alliance with external enemies of the United States. Whether applied to organized labor, Socialists, Communists or terrorists, state ideology remained the same in perceiving the threat as coming from political outsiders, hence the need to employ emergency measures.

As police states are, by their nature, hostile to rule of law, political repression is accomplished through the use of essentially illegal measures, such as the Alien and Sedition Acts and the Espionage Act. This outlawing of political thought and alternative viewpoints persists as an ongoing theme. From the 1920s onward, in order to combat political outsiders, many state governments formed a partnership with local police officials with the goal of stamping out grassroots democracy. These Red Squads, a political police force, engage in surveillance, disruption, and, in many instances, the destruction of political organizations active in nonviolent political expression. The Red Squads acted in similar ways to the FBI, as agents of the state seeking to instill in American society social and political conformity.

The development of other essentially political police agencies within the federal government, to supplement the work of the FBI, such as the CIA, NSA, and a host of other intelligence gatherers on the federal and state levels, were an ominous sign. State repression was accelerating during the Truman administration with the passage of the National Security Act, and the growth of the CIA. Inside the federal government, there was an increasing subordination of the legislative branch to the executive branch., concentrating power in the context of a permanent emergency——and causing the government to become more determined to eliminate mass democracy. For instance, during World War II and in the name of a national emergency, Roosevelt ordered the internment of Japanese American citizens. This targeting of outsiders identified as an internal and external threat, continues to the present day; the alleged menace, was first Communism, and later, terrorism.

While mass democracy was being crushed in the United States, foreign policy in the postwar period remained consistent, extending control over more people and more territory, resulting in alliances with dictatorships so as to crush democracy overseas as well. After World War II, the military industrial complex became another key component in the twisted road to police state practices, based on the premise of permanent war making, with a cold war arms race, the sending of troops, and the establishment of military bases across the globe. This is another defining feature of a police state: a nation placed in an ongoing state of mobilization to prepare and fight wars throughout the globe. Police states, incorporate war-making into normalized state functions. Permanent war making translates into the global subversion of democracy. Supplementing the military in undermining democracy overseas, the CIA was one of many federal agencies during the second half of the twentieth century that was carrying out an essentially antidemocratic mission in the name of national security.

In assessing the successes and failures of progressive movements in the United States, in many ways, their limitations can be attributed to the intensive scale and scope of political repression, such as the FBI’s Cointelpro Program, which clearly diminished their effectiveness and in most cases, fundamentally undermined them. In many ways, Cointelpro was significant in paving the way for a police state, for progressive movements that developed after Cointelpro were much smaller and less effective in advancing mass democracy.

The ending of procedural democracy was yet another step toward the establishment of a permanent police state. The Constitution is supposed to place legal limits on the concentration of power within parts of government. Instead, with political repression of mass-based movements justified by declarations of national emergency, the government consistently stepped outside Constitutional legal boundaries. As a result, by the early 1970s, large- scale political movements were on the wane, in particular, as the events of Watergate unfolded, in many ways, a dress rehearsal for a police state. Watergate represented a political assault, not just on the supposed external threats to the Nixon administration, but political repression was extended to the government’s internal enemies. That meant taking action against the Democratic Party by seeking to rig an election, one of the most blatant attempts to destroy procedural democracy.

The concentration of power within one branch of government had been manifesting itself increasingly as an imperial presidency. Postwar presidential administrations define their power largely in relation to foreign policy initiatives. The foreign policies of post- Nixon administrations were outwardly anti- Communist and antiterrorist but in reality were driven by the maintenance and extension of a global American empire. Post-Watergate administrations were largely successful in finding various ways around the so- called Watergate reforms, seeking to enlarge the powers of presidents at home and overseas.

By the time we reach the presidency of George W. Bush, the executive branch had become a branch that saw itself as above the law while making law. The state came to embody the will of. Bush and his inner circle. The spark that ignited the transition toward the final form of an American police state was the attacks on the World Trade Towers in 1993 and 2001. In response, the government acted outside the Constitution by passing the Patriot Act, the Military Commissions Act, and other measures, producing a direct assault on civil liberties.

The clearest indication of American police state practices is the use of preventive detention. In one example—extraordinary rendition—all the government has to do is accuse anyone of anything related to terrorism, sufficient reason to seize and ship individuals elsewhere to be tortured.

The twisted and extensive use of signing statements also indicates that an administration is functioning outside the law. In a distorted extension of the theory of a unitary executive, President Bush’s excessive use of signing statements resulted in dictatorial powers.

What is the future of the American police state? If history tells us anything about police states, it is that they all eventually crumble, in large part, because over time, they become dysfunctional. The same can be said of the police state of the Bush administration. During the second term, there were indications of a breakdown in how this police state functioned. Some of the clearest symptoms of this dysfunction were the revelations of torture at Abu Ghraib, the National Security Agency’s surveillance program, and the large number of prisoners released from Guantanamo Bay. In addition, opposition mounted to the reauthorization of the Patriot Act and the Supreme Court ruling in the Boumediene case, which called into question the use of the Military Commissions Act. In the early days of the Obama administration, the trend seemed to point toward an American police state that will be modified, but not eliminated.

Egypt’s Class Conflict

On Sunday morning there was some sign of the Egyptian military taking on some security duties. Soldiers started arresting suspected looters, rounding up 450 of them. The disappearance of the police from the streets had led to a threat of widespread looting is now being redressed by the regular military. Other control methods were on display. The government definitively closed the Aljazeera offices in Cairo and withdrew the journalists’ license to report from there, according to tweets. The channel stopped being broadcast on Egypt’s Nilesat. (Aljazeera had not been able to broadcast directly from Cairo even before this move.) The channel, bases in Qatar, is viewed by President Hosni Mubarak as an attempt to undermine him.

Why has the Egyptian state lost its legitimacy? Max Weber distinguished between power and authority. Power flows from the barrel of a gun, and the Egyptian state still has plenty of those. But Weber defines authority as the likelihood that a command will be obeyed. Leaders who have authority do not have to shoot people. The Mubarak regime has had to shoot over 100 people in the past few days, and wound more. Literally hundreds of thousands of people have ignored Mubarak’s command that they observe night time curfews. He has lost his authority.

Authority is rooted in legitimacy. Leaders are acknowledged because the people agree that there is some legitimate basis for their authority and power. In democratic countries, that legitimacy comes from the ballot box. In Egypt, it derived 1952-1970 from the leading role of the Egyptian military and security forces in freeing Egypt from Western hegemony. That struggle included grappling with Britain to gain control over the Suez Canal (originally built by the Egyptian government and opened in 1869, but bought for a song by the British in 1875 when sharp Western banking practices brought the indebted Egyptian government to the brink of bankruptcy). It also involved fending off aggressive Israeli attempts to occupy the Sinai Peninsula and to assert Israeli interests in the Suez Canal. Revolutionary Arab nationalist leader Gamal Abdel Nasser (d. 1970) conducted extensive land reform, breaking up the huge Central America-style haciendas and creating a rural middle class. Leonard Binder argued in the late 1960s that that rural middle class was the backbone of the regime. Abdul Nasser’s state-led industrialization also created a new class of urban contractors who benefited from the building works commissioned by the government.

From 1970, Anwar El Sadat took Egyptian in a new direction, opening up the economy and openly siding with the new multi-millionaire contracting class. It in turn was eager for European and American investment. Tired of the fruitless Arab-Israeli wars, the Egyptian public was largely supportive of Sadat’s 1978 peace deal with Israel, which ended the cycle of wars with that country and opened the way for the building up of the Egyptian tourist industy and Western investment in it, as well as American and European aid. Egypt was moving to the Right.

But whereas Abdel Nasser’s socialist policies had led to a doubling of the average real wage in Egypt 1960-1970, from 1970 to 2000 there was no real development in the country. Part of the problem was demographic. If the population grows 3 percent a year and the economy grows 3 percent a year, the per capita increase is zero. Since about 1850, Egypt and most other Middle Eastern countries have been having a (mysterious) population boom. The ever-increasing population also increasingly crowded into the cities, which typically offer high wages than rural work does, even in the marginal economy (e.g. selling matches). Nearly half the country now lives in cities, and even many villages have become ‘suburbs’ of vast metropolises.

So the rural middle class, while still important, is no longer such a weighty support for the regime. A successful government would need to have the ever-increasing numbers of city people on its side. But there, the Neoliberal policies pressed on Hosni Mubarak by the US since 1981 were unhelpful. Egyptian cities suffer from high unemployment and relatively high inflation. The urban sector has thrown up a few multi-millionaires, but many laborers fell left behind. The enormous number of high school and college graduates produced by the system can seldom find employment suited to their skills, and many cannot get jobs at all. Urban Egypt has rich and poor but only a small “middle class.” The state carefully tries to control labor unions, who could seldom act independently.

The state was thus increasingly seen to be a state for the few. Its old base in the rural middle classes was rapidly declining as young people moved to the cities. It was doing little for the urban working and middle classes. An ostentatious state business class emerged, deeply dependent on government contracts and state good will, and meeting in the fancy tourist hotels. But the masses of high school and college graduates reduced to driving taxis or selling rugs (if they could even get those gigs) were not benefiting from the on-paper growth rates of the past decade.

The military regime in Egypt initially gained popular legitimacy in part by its pluck in facing down France, Britain and Israel in 1956-57 (with Ike Eisenhower’s help). After the Camp David accords, in contrast, Egypt largely sat out the big struggles in the Mideast, and made what has widely been called a separate peace. Egypt’s cooperation in the Israeli blockade of Gaza and its general quiet alliance with the US and Israel angered most young people politically, even as they racked up economic frustrations. Cairo’s behind the scenes help to the US, with Iraq and with torturing suspected al-Qaeda operatives, were well known. Very little is more distasteful to Egyptians than the Iraq War and torture. The Egyptian state went from being broadly based in the 1950s and 1960s to having been captured by a small elite. It went from being a symbol of the striving for dignity and independence after decades of British dominance to being seen as a lap dog of the West.

The failure of the regime to connect with the rapidly growing new urban working and middle classes, and its inability to provide jobs to the masses of college graduates it was creating, set the stage for last week’s events. Educated, white collar people need a rule of law as the framework for their economic activities, and Mubarak’s arbitrary rule is seen as a drag here. While the economy has been growing 5 and 6 percent in the past decade, what government impetus there was to this development remained relatively hidden– unlike its role in the land reform of the 1950s and 1960s. Moreover, the income gained from increased trade largely went to a small class of investors. For instance, from 1991 the government sold 150 of 314 state factories it put on the block, but the benefit of the sales went to a narrow sliver of people.

The world economy’s [pdf] setback in 2008-2009 had a direct and horrible effect on Egyptians living on the edge. Many of the poor got hungrier. Then the downturn in petroleum prices and revenues caused many Egyptian guest workers to [pdf] lose their economic cushion. They either could no longer send their accustomed remittances, or they had to come back in humiliation.

The Nasserist state, for all its flaws, gained legitimacy because it was seen as a state for the mass of Egyptians, whether abroad or domestically. The present regime is widely seen in Egypt as a state for the others– for the US, Israel, France and the UK– and as a state for the few– the Neoliberal nouveau riche. Islam plays no role in this analysis because it is not an independent variable. Muslim movements have served to protest the withdrawal of the state from its responsibilities, and to provide services. But they are a symptom, not the cause. All this is why Mubarak’s appointment of military men as vice president and prime minister cannot in and of itself tamp down the crisis. They, as men of the System, do not have more legitimacy than does the president– and perhaps less.
