ABOUT THE DIPLOMAT

Established in 1994, The Washington Diplomat is an independent monthly newspaper with a readership of more than 80,000 that includes the 170 embassies in Washington as well as all major federal government institutions, the Foreign Service, private corporations and the international community at large. As the flagship newspaper of the diplomatic community, we are the only publication in the nation’s capital able to reach this highly targeted and lucrative market.

Each issue regularly features in-depth, exclusive interviews with foreign ambassadors as well as other people of influence, such as U.S. congressmen and heads of state. The Washington Diplomat also offers incisive news stories on the latest developments in international affairs, business, the media, diplomacy and other timely topics.

In its monthly culture section, The Washington Diplomat highlights area events with reviews ranging from art and photography exhibits to film, theater and dining. Other regular features include the Appointments section, which tracks the comings and goings of diplomats, and Diplomatic Spotlight, which offers a glimpse into the busy Washington social scene. THE IMPACT OF EMBASSIES ON WASHINGTON

Washington, D.C., is one of the most vibrant and culturally diverse cities in the world. It is also undeniably one of the world’s greatest centers of power.

One of the most important economic forces driving this city is international business, which, along with the federal government,
is a core industry found in the nation’s capital.
A major component of the city’s international business is the more than 170 foreign embassies throughout Washington, D.C., which pump millions of dollars into the local economy.

In 2002 International business spent an estimated $10.4 billion in the District of Columbia, second only to the $28.5 billion in federal spending with the District of Columbia.

Meanwhile, the 2001 payroll generated by these embassies and their 9,681 employees was estimated at $282.9 million. Embassy employees residing in the city account for 20.5 percent—or $59 million—of that figure. Calculating for adjustments in housing allowances, Washington reaps in nearly $60 million from the direct payroll spending of its embassy employees.

The financial impact of international business reflects a wide range of activities by international organizations, businesses, associatio ns, students, tourists, domestic companies that serve international clients and of course embassies and the services provided by their foreign governments.

AD SPECIFICATIONS
There are several ways you can submit ad files to us:
Preferred format: pdf file via e-mail attachment (8MB size limit)
We also accept CD and Zip

We accept the following disk formats:
Zip (Macintosh and PC)
Compact Disk - Read Only

We accept the following Macintosh native software formats:
Illustrator, Adobe Acrobat, QuarkXPress, Photoshop, Word (saved as “Text-only”)
You may safe your files in the following formats: tiff, eps or pdf. If submitting a PC file to us, it must be a QuarkXPress, eps or a pdf format.
When making a pdf file in Acrobat Distiller, please change “job options” under settings to “embed all fonts” and under color, “leave color unchanged”.
Note: With either file format, we will be unable to make any changes to your document. If submitting a PC QuarkXPress eps file, you must include all font files converted to Macintosh font format. You must also include linked artwork (unless sending a pdf).

When submitting an electronic ad file, include the following items:
Written explanation of what your disk contains, what platform (Macintosh or PC), and what software and formats used
Electronic ad file
Linked artwork files
Fonts files (both screen and printer font files in Macintosh format)
Hard copy print-out of ad (separations and composite helpful)
If color ad (spot or process) an accurate color proof
All “working files” in a folder named “working files” in case we need to edit anything.
“Working file” refers to any document that contains original artwork elements in a layered format. It most likely would be a Photoshop or Illustrator file. Final linked artwork is usually derived from the “working file.”

Color
When specifying color, please save in CMYK mode. DO NOT save in RGB format or spot color mode. No bleeds. Select grayscale for all black and white ads.

Text Documents
All text should be formatted using tab stops and not traditional spaces. Macintosh or PC—please save as “Text Only.” If the text document is not saved in the proper format, extensive clean-up will be required regardless of platform used.
Other Macintosh word processor programs you can use: Microsoft Word. Only use ASCII format if you cannot use any of the above mentioned formats.

Sending files as e-mail attachments
We request that your files be sent in one e-mail as opposed to several different e-mails. If sending more than one file, you must compress them using Stuffit for Macintosh or Zip-it for PC (do not use a password). Using the self-expanding archive (.sea) format is preferable. There is a 8MB size limitation on e-mailed attachments, so please consider compressing your files.

ADVERTISING GUIDELINES

Agency Commission
A standard agency commission of 15% on gross ad space only to recognized agencies. Agency must provide camera-ready ads. Published rates are gross rates. No agency commissions are paid for ads produced by The Washington Diplomat.

Cancellation Policy
Advertiser may terminate contract in writing by the 10th of the month preceding publication. Advertiser’s rate is based on certain advertising commitments and if those commitments have not been met, advertiser shall be liable for the increased rates indicated in the rate card for the advertising actually run. Cancellations for premium positions are 8 weeks prior to stated deadline. Full payment for the insertion plus premium charge will be enforced.
If advertising creative arrives after stated deadline, The Washington Diplomat will assume no responsibility for expressed reproduction, positioning or other related items surrounding the booking. Full payment for the insertion will be enforced.

Color ads
Color printing on newsprint is an imperfect process. While every effort is made to have the best quality possible, color ads may have some imperfections.

Ad Size
If your camera-ready ad comes to us in a size other than that specified in your contract or is a size different from the ad sizes defined above, we may need to re-set, float, reduce or enlarge your artwork, depending on time constraints.
Proofs will not be sent.

Liability
Advertiser shall assume full responsibility and liability for all content (including pictorial representations and graphic artwork) of advertisements placed by the advertiser in The Washington Diplomat and shall assume full responsibility for any claims arising therefrom made against The Washington Diplomat, its officers, agents and employees. Advertiser herby agrees to indemnify and hold The Washington Diplomat harmless from any and all expenses or losses, including, but not limited to, attorneys fees and legal judgments, incurred or suffered by The Washington Diplomat by reason of any and all claims arising out of the publication of any advertisement placed by advertiser. Publisher reserves the right to approve all copy.



TERMS AND CONDITIONS
1. This will become a contract when signed by the advertiser or advertiser’s authorized agent and accepted by the publisher. This contract contains the entire agreement between the parties for the issues specified on the front and cannot be changed, altered or cancelled except by written agreement signed by all parties hereto. Neither party shall be bound by any oral agreements or special arrangements contrary to or in addition to the terms and conditions as stated herein or written hereon, and no agent or employee of publisher has the authority to vary any of the terms of this contract.

2. The publisher reserves the right to reject any advertising that does not conform to its publications standards.

3. The advertisers and its advertising agency assume joint liability for all content (including text representation and illustration) of advertisements printed and assume responsibility for any claims against the publisher resulting from the ad, including costs associated with defending such claims.

4. The advertiser and the advertising agency are jointly and severely responsibility for the payment of any advertising inserted under this contract.

5. Positioning of advertisements is at the discretion of the publisher unless the advertiser has contracted for guaranteed position.

6. In the event that an advertiser is inadvertently omitted from a scheduled issue, the publisher’s liability is limited only to placing the advertisement in a future issue.

7. The publisher reserves the right to place the word “advertisement” on copy that resembles editorial material or, in extreme cases, reject the advertisement unless it is redone, at the advertiser’s expense, in an acceptable format.

8. Although every effort is made to ensure the timely release of each issue, the publisher accepts no liability for any issue published late.

9. These terms and conditions shall apply to all advertising accepted by the publisher. These terms and conditions supersede any advertiser contract clauses not specifically acknowledged above.

10. The advertiser warrants that he/she is duly authorized to engage in the business or profession described in the advertising copy and further warrants that he/she is the owner of, and entitled to use, or is duly authorized by the owner, and entitled to use, the copy, cuts and illustrations and any trademarks or trade names which may be specified and agrees to notify publisher immediately in writing of any change in such ownership or authorization. The advertiser agrees to defend, indemnify and hold publisher harmless from any claims, demands, suits, losses, damages and judgments which arise from or which are claimed to have risen from the use of such copy, cuts, illustrations, marks and names, together with expenses, including attorney’s fees and court costs incurred by publisher.

11. Cut, illustrations and other special art works to be furnished by the customer or billed separately at cost by the publisher. All original advertising artwork prepared by publisher in connection with this contract is the exclusive property of publisher and may not be used by advertiser without the prior written consent of publisher having been obtained.

12. Late Fee: Any late payments will be charged a $10.00 monthly fee or 1.5% of overdue balance which ever is greater. This will be charged and compounded monthly. All payments will be posted to the least current balance. Advertiser who defaults will be responsible for all collection costs including court costs and reasonable attorney fees regardless of whether or not suit is instituted. If advertiser defaults in paying any charge when due, publisher may, at its discretion, declare the remaining contract balance immediately due and payable.

13. Advertiser agrees to be responsible for the payment schedule as outlined.

14. Advertiser will be charge $25.00 for returned checks and/or electronic returns due to insufficient funds, closed accounts, declines, etc..

15. Advertiser’s account may be sent to a credit-reporting agency.

16. Any court judgment shall bear post-judgment interest at the highest rate allowed by law. Everything that I have stated in this contract is correct to the best of my knowledge. Publisher is authorized to check Advertiser’s credit history.

17. This contract shall be construed and enforced in accordance with the laws of the State of Maryland, USA. Venue for any legal action shall be in Montgomery County, Maryland.
