Kingdom bans demonstrations

JEDDAH: Saudi Arabia announced on Saturday that it would not allow any demonstrations or sit-in protests in the country that are aimed at undermining the Kingdom’s security and stability.

“Laws and regulations in the Kingdom totally prohibit all kinds of demonstrations, marches and sit-in protests as well as calling for them as they go against the principles of Shariah and Saudi customs and traditions,” the Interior Ministry said in a statement. The ministry said such demonstrations not only breach the Kingdom’s law and order but also encroach on the rights of others.

“They will also lead to spreading chaos and confusion in the country, causing bloodshed, breaching honor, pillaging wealth and destroying public and private properties,” the statement said.

The ministry said it had observed that some people wanted to circumvent the country’s rules and regulations to achieve their illegal objectives. It also referred to a statement issued two years ago banning all kinds of demonstrations.

A security spokesman, meanwhile, said the Saudi government has allowed all legitimate ways for people to express their views and interact with authorities to protect public interests. He said the security forces have been given the authority to adopt all precautionary measures to prevent those who want to undermine the country’s security and apply laws against them.

Sheikh Ali bin Abdul Rahman Al-Hudaifi, the imam of the Prophet’s Mosque in Madinah, opposed demonstrations in the Kingdom. “There is no place for chaotic demonstrations in this country of monotheism because Shariah is the dominant force in this country,” he said while delivering his Juma sermon on Friday.

“There is a difference between the one who calls for monotheism and the one who calls for other ideologies; there is a difference between the one who works for the welfare of his people and the one who kills his people,” the imam explained. Speaking about anti-government protests in countries like Tunisia, Egypt and Libya, Al-Hudaifi said: “People revolted against leaders of those countries because they did not apply the teachings of Islam in their dealings with the public. Un-Islamic laws cause corruption rather than reform. It’s Shariah that reforms everything.”

The imam also emphasized the importance of security for the progress of any country.

“Security is essential for people to enjoy peaceful and prosperous lives, prevent bloodshed, protect wealth, promote trade and ensure the protection of rights,” the imam said. He also warned against people who try to open the doors of sedition.

Many Saudis have commended the government’s efforts to enhance the progress and prosperity of its people. Custodian of the Two Holy Mosques King Abdullah recently announced a number of welfare programs worth SR110 billion, including a 15 percent pay hike for public employees and a substantial increase in social insurance benefits for the poor. He also ordered the release of prisoners held for petty crimes. Prices of consumer goods in the Kingdom are comparatively lower than neighboring countries.

People in other Arab countries stood against their leaders because they did not do ANYTHING for the welfare or well being of their citizens. Although I am an expatriate living and working in Saudi Arabia, I don't see any reason or logic for any kind of protest in Kingdom, which in turn can produce chaos. I think Saudi govt.'s decision is very appropriate and according to the Shariah. May Allah showers His blessing on this country, and gives its rulers to keep the country in peace.

I agree with excelent policy and the statement of our Sheikh Ali bin Abdul Rahman Al-Hudaifi, the imam of the Prophet's Mosque in Madinah, opposed demonstrations in the Kingdom. we cannot afford any violence in saudi arabia. Its the best peacefull country in the world. The very important thing is that due to our Holy places here and custodian of Makkah and Madina unawarah is taking care of his people and the people who want demonstration should be strickly dealt and no body should be allowed to create chaos and confusion in the country. My request to all people of Saudi Arabia to keep peace and support the present Govt. More over i request to the govt as well to take action against the corruption being increasing every where. I am learning about Islam in the pursuit of reverting to Islam , but this article has confused me a great deal. I need a few questions to be answered To Quote from the article "Al-Hudaifi said: “People revolted against leaders of those countries because they did not apply the teachings of Islam in their dealings with the public. It’s Shariah that reforms everything.” What I don't understand is How can this person claim that Saudi Arabia is truly and fully following the Islamic Sharia, when: 1. When the Leader of this country is a monarch and not an elected person i.e. a Kalifa 2. Has the Sharia changed now i.e. Monarchy is now acceptable and Khilafa is now obsolete 3. How can peaceful demonstrations be against the Islamic Sharia, when the birth of Islam itself was a sort of peaceful agitation against the norm of the day i.e the Prophet (pbuh) brought Islam and the message of Allah (swt) to the world 4. There are many traditions and instances documented in the hadith and in Islamic History that During the life of the Prophet (pbuh) and also during the Leadership of Kalifs, pious Muslims raised objections, questions, concerns, doubts and even peaceful protests which were answered, satisfied and quelled. The point is that the prophet (pbuh) and the four Kalifs never prevented people from doing so i.e. to exhibit their own viewpoint 5. How is demanding and fighting for true Islamic Sharia i.e. bringing back Khilafah against the Sharia Can some one who supports this ban answer these Questions, Thank you

Being Islamic scholars you have to tell true this Saudi Arabia doesnt follow principles of Shariah they follow some of them not fully to show OFF to prove that the rule like as Islam orders but its fake they like Luxuries every where even in their Toilets they spend money lavishly on illegal things islam doesnt teach this stuff then what we need to make them Correct ! We Need Khilafah Though the evidences for Khilafah are many, we start with a daleel that perhaps better than any other describes our reality today, a time when no Khaleefah exists. The hadith was reported by Imam Muslim on the authority of Nafi' that the Messenger (Sallalahu Alaihi Wasallam) said: ''The one who removes his hand from obedience he will meet Allah without a proof for himself' and Whosoever dies without a bay'ah on his neck dies the death of Jahiliyyah.'' From this hadith can be deduced the Hukm Shar'i for a situation when Muslims die without the presence of a Khaleefah to rule over them. Perhaps it is the unusual nature of such a situation that explains why so few Fuqahaa (jurists) addressed this hadith while the numerous other evidences which establish the obligation of Khilafah have received greater attention and scrutiny. They could not have imagined a situation when a Muslim would die without the presence of a Khaleefah. Hence most of their discussions tended to centre on the obligation of appointing a Khaleefah after the death of the previous Khaleefah; or that it was obligatory to obey the existing Khaleefah and so having a Khaleefah must be obligatory. Yet, the unthinkable happened, the Khilafah was destroyed, and consequently generations of Muslims have died while having no Khaleefah over them. This noble hadith of the Prophet SAW assumes a relevance that those scholars did not envisage.

I have no problem with the Kingdom using its own laws and regulations other than the "Principles of Shariah" in defense of its own affairs and security. I hate to see a Muslim country like Saudi Arabia to misuse Islam in preventing peaceful demonstrations of voicing legitimate concerns. Rasulunaa Muhammed (SAW) was to told by one of his companions to do justice. Are you telling me that Saudi citizens can not ask King Abdullah to do justice or address their concerns? Have you ever noticed? That most of the protesters particularly youngsters just love to join the protests, do something unlawful like setting fire on public properties while taking a video of it then post it on the internet. An example of misusing the internet. Banning protests must be imposed to avoid these unnecessary acts.

The sermon of Sheikh Ali bin Abdul Rahman Al-Hudaifi, on Friday was very good in analyzing the situation in Arab world. Shaik’s speech is a good warning for those who want to divert away from laws of Sharia. The laws of the Kingdom are based on Quran the book we believe from Allah and no one has right to change it. It is to be appreciated that the late King Abdul Aziz [Rehmallah Alehi] while forming the Kingdom opted for laws of Sharia. It was his belief in Allah and his “Taqwa” [fear of Allah] he enforced the law of Quran, if he would have opted any other laws who would have had daring to stop him as he was the king like other kings around Saudi Arabia. Look around and see the corrupt societies around Saudi Arabia. Those who go away from or try legislation of laws themselves are godheads they will perish a day as there is no mercy on them from Allah and they will land in hell fire for interfering in Allah’s laws.

We want to copy everything from west, their culture, and their dresses their way of living, their foods and everything to show that we are modernized.

These things are wrapped in beautiful covers and glitters to attract attention. In side these beautiful covers there is nothing but all that can spoil our culture, our ladies, and our children. This is the work of Satan. May Allah save the Kingdom from all this work of Satan.

Such an overreaction does nothing but shows how insecure and afraid the state really is. Why Interior Ministry and Hudaifi assumes that protests are going to be violent? Really, any evidence to support that?

Why not let young people assemble in a square, voice their concern about unemployment, shout a slogan or two, sign a petition to the King and go home in the evening?

Peaceful protest is allowed in Sharia law. What is not allowed is use of arms against state. Nobody talks about this anyways, everybody loves the King in this country.

I am against any kind of demonstrations in Saudi Arabia. I have lived in this country for more than 25 years. This country has given me good jobs and most importantly the King is loved by all - Saudis and expats. King Abdullah has been instrumental in the overall growth of Saudi Arabia. Being a muslim, I would request all the muslims of the world to pray for the King; as he has left no stone unturned in the expansion and beautification of the two holy mosques - the title attached to his position 'The custodian of the two holy mosques" carries a meaningful message. Even non-muslims who come here to work have benefitted greatly by remitting huge some of money back home; which is free from tax/interest/usury... I urge all the citizens of this beautiful country to abstain from any demonstrations.

Protest means BIG disturbance. Being back in my country, protest, war etc was very much scare in day by day life. Masha Allah, the security systems in the Kingdom is perfect for citizens & residents. All praise and thanks are to Allaah, the Lord of the creations, and may He send prayers and peace upon our chief Muhammad (sallallaahu 'alayhi wa sallam), upon his family, and his Companions, and upon those who follow them in righteousness until the Last Day.

It is reported that Imaam Al-Fudayl bin Ayyad (rahimhullaah) said, If I had one supplication that was going to be answered I would make it for the ruler, for the well-being and the righteousness of the ruler which would mean the well-being for the land and its people. Reported by Imaam Al-Dhahabi (rahimhullaah) , Siyar Alam Al-Nubala` in his biography of Imaam Al-Fudayl bin Ayyad (rahimhullaah). ; Imaam Al-Barbahari (rahimhullaah) stated in Sharh Al-Sunnah p113, 114 "If you see a man supplicating against the ruler, know that he is a heretic (sahib hawa)".

Shaykh Saalih al-Fawzaan (hifizullaah) stated in Kitaab al-Fataawa Shar'iyah fil Qidaya 'Asriyah âOur religion is not a religion of chaos. Our religion is a religion of discipline, and a religion of order, and calm, and tranquility. And demonstrations are not from the actions of the Muslims and it is not something the Muslims are familiar with. And the religion of Islaam is a religion of calm, and a religion of mercy, and a religion of discipline; not chaos, and not disorder, and not (a religion) of inciting trials (fitan). And this is the religion of Islaam. And rights are earned by asking for them in the manner legislated by the Sharâiah and through ways legislated by the Sharâiah. And demonstrations cause bloodshed and cause the ruination of wealth (of the Muslims). And these matters are not permissible.

Baarak-Allaahu Feekum, wa sal-Allaahu wa sallam 'alaa Nabiyyinaa Muhammad was-Salaam 'Alaykum wa-Rahmatullaahe wa Barakaatuhu.

I salute the kingdom for taking such action for it is the most proper thing to do. The government is not only securing the safety of the king and his kingdom but more importantly it is for the assurance and safety of its citizens. Through this and by this, even I, an expatriate, can feel the concern of the King to protect his people . In the midst of war and chaos among all the other Arab countries, Saudi Arabia shall remain intact and harmonious. Kudos to the King!

Kelly, If I were you, I would not let something that is beyond me hinder me from surrendering to my Creator. Although you have raised some important points, they are not as important as submitting to your Creator and worshipping Him alone. If you must want to know about these issues, the scholars have already dealt with these issues in fiqh(the Islamic science of deducing rullings from the Quran and the tradition of the prophet Muhammad) books. For instance, there are many different type of systems in Islamic history. The true scholars always emphasized the importance of obeying the rullers to preserve peace and tranquility for the common good. So I would like to re-iterate and encourage you to submit to Allah, the One who deserves to be worshipped. May He show yo the light. Amin. For those of you who claim there's nothing is wrong with demonstration; you are being dishonest. There is not such as thing as peaceful demonstrations. Besides, the Muhaddith of Madinah (Shaikh Abdul-Muhsin Al-Abbad) said I cannot find any proof for demonstrations from the Quran and Sunnah.

Three thoughtful documents have been sent to the King, asking for consideration of many reforms. These are signed by many hundreds of Saudi Academics, Business people etc.

If the King were to respond to these suggestions publicly and meet publicly with these peaceful Saudi ciitizens, and if Arab News would cover this, there would be no reason for demonstrations.

Why has Arab news not told us about these petitions?? A website showing one or more of them has been blocked by Saudi.

Peaceful ways of making suggestions and questioning things as they are must be allowed and publicized. Otherwise people will not believe that things can change for the better, and public protests will start.

If one question his/herself that which country on EARTH providing peace and tranquility to its nationals, and to those who temporary are here on work, business or pilgrimage permits then it is no other then Kingdom of Saudi Arabia. The enemies of Islam, which mean peace, can only differ and these enemies of peace have a wishful misconception that they can do any harm to this land of peace. I am an expatriate I am here in Kingdom since 15 years. I have knowledge of other countries including my own I can assure each and everyone who is in the Kingdom that this is the safest and peaceful place in the world. Like my college Jordanian said a joke if there is a demonstration in the Kingdom it will be to lower the salaries and implement Tax everywhere like in other countries. Without doubt I must say there is lot of BARAKA in the income we earn here. May ALLAH protect the Kingdom from every evil and give good health to the King for a very very lasting long period (Ameen)

Those who say that KSA is not a safe place and give statistics of 900 people per day in ER of hospitals, do they know that there are countries where more than these people are assaulted per day and they do not even have medical help.
KSA has spent more in infrastructure than some of the largest democracies who deprive their citizens, their economy and spend money on foreign policy.
Indian politicians (democracy) have ammassed so much illegal money that it is estimated that the amount is so huge that the country can be run for 6 (or 60 , I forget) years without the national budget and each Indian can be given 6000 INR every month for 6 years (indian population exceeds 1 billion).
Nigeria has huge oil resources....but see how the money is siphoned off.
In south east asia every week the price of milk, fuel, medicine changes. Here it is stable for many years.
SO FOR GOD'S SAKE DO NOT INSTIGATE PEOPLE. LET PEACE PREVAIL.

OK everything is fine even I am against the protest in KSA....!!! But is there any Islamic Rule that if the expat having labor or electrician (low category) profession on his Iqama then he can't stay with his wife in the Kingdom...what do u say abt this.....!!!!! It will be much better if KING allow all professions to get there families to Kingdom to stay with husbands and Children with there father...Many people are suffering this issue...!!! It will be very much great full for Expats and Allah will reward for this .....!!!!!!!

I believe Imam Al Hudafi has said it all...revolutions are needed where there is injustice, where there is corruption at extreme, where is no peace, where the majority of the people are unhappy. But in Saudi Arabia it is more peaceful, people respect each other, the leader is A'adil and the majority of the people are happy. And the King is already doing a lot by giving jobs and allowances to the un-employed youngsters. So, there is no question of raising a revolution, it will be only fasad and a total failure in this peaceful part of the world.

In democratic countries the people normally protesting for food, water, shelter, electricity, hospital care, good roads, educational facility and peace in living. Still they don't get all these. For example USA, the common people there do not get health care free. In india, another democratic country, more than 450 million people are under poverty line, that means they take one meal in two or three days, same time don't think India is a poor country, there are 350 million upper middle class who's total asset more than 1 Million Saudi Riyals, that is more than total American population, but the government still could handle the poverty issue, while they are easily handling MULTI BILLION CORRPTIONS. Now, let me come to the point, The Custodian of the Two Holy mosques, here provides you everything that is not available in US or in India. Why do you want to demonstrate/protest? The government is taking all the expenses of your higher studies including PHDs, providing subsidized food, electricity , water… everything that a common man needs. You are totally tax free on your incomes, you have got very good transportation facilities, So I appeal to all Saudis and Expats to pray Allah Almighty to Bless Saudi Arabia and Saudi Government and especially The King.

Everyone has a opinion, above all be fair then you would have No problem i any society. The law of the Kingdom, yes it must be followed but please don't pick and chose, follow the Holy Quran and Sunnah "shoriah" all of it, be fair to everyone, be just and above all do no abuse the humanity. In many ways the Saudi are doing fine but the gap between the justice and injustices is widening for too much these days. If the well fare was there, education for all and housing for all and above jobs for all too, then there is no need for demonstration. No doubt Saudi government has done more for its people than any other government in the world. Economies have failed everywhere be it democracy, monarchy, autocracy or communism. The recent global crisis has proved that democracy and capitalism is not the solution. Ultimate solution is integral leadership that cares for people it rules and Saudi government has spent wholeheartedly to achieve best living conditions. No government is perfect and some improvisation is required here also but that does not mean that you protest and plunge the country into chaos. I can attest to the fact that saudi arabia is the most peaceful country, There are millions of oppertunities for Saudis as well as expats. Kingdom has and is continually investing in its peoples education, health, infrastructure, technology etc the figures speak for them selves. Dear All, Why a uprising here at Saudi arabia, or other type of protests? No sense at all. I'm an expact working and living here and this country is safe and with a excelent king. You all should see what is going on in Europe in some countries like my country Portugal. The minimum salary is 450 Euros which in SAR is about 2,250.00. but the people who receive this value need to give to the government 22%. and the cost of living is probably 50 to 60% more expensive. Look for what you have and forgett the protests. Live in Peace. this country have everything to be one of the most important countries in the World. May Allah the almighty bless the administration of this great country with more wisdom and power to curb and supress the enemies of this country and the enemies of Islam. The sermon by Imam of our beloved Prophet's masjid Sheikh Ali bin Abdul Rahman Al-Hudaifis is accurate and timely one.

People must learn lessons from the past the destruction of Iraq and Afghanistan is an example, the process of destabilising pakistan is going on and it seems the next illegitimate invasion is going to take place in Libya for its oil rserves in the guise of libreation from its "tyrant". One after another the muslim states are on target by the enemies of Islam. As per estimates the US and its allied terrorists have so far killed more than a million people in Iraq for its oil wealth. The final word is rather than protesting against our own people contribute to unite participate in the development this is the need of the hour.The authorities must also look for +ve reforms in line with shariaah.

People often look at muslim countries and get puzzled and even more confused about the laws etc and thats because in theory they say one thing and reality is a whole different matter. You probably have heard of the injustices etc people experience and had the rulers of these countries been practising Islam correctly, the injustices wouldnt exist but sadly they do. In my experience, i have met reverts who practise Islam the way it should and far better than many born muslims because they are sincere. There is no point in sheep mentality, just because there are protests going on around other neighbouring Arab countries, doesnt mean we need them here too. And protesting about what ? Food, housing, clothing is all affordable. No one sleeps here hungry (a chicken/fish sandwich in Al Baik costs SR 5). Jobs are available.....if locals are qualified enough, they do get first preference from my experience. Its a peaceful country, you have the two holy sites, petrol is cheap, so too are the car prices, no commodity is not available as such. So, if theres no real issue, theres no need to protest. Logic. Its not as if anyones going to suggest we're not fashionable !!!

I have lived overseas for half of my life - I'm almost 60. I have lived in many countries. In my opinion, Japan is the most peaceful country on planet earth. In Japan, there is freedom to demonstrate and I must add that the citizens of Japan in general only go to a Ginja (Place of worship) about 1 time a year and that is New Years Day. I wish there to be peace in Saudi Arabia. I also wish that the citizens and guest workers in Saudi enjoy at least basic rights and freedom.

Alhamdolillaah within the Kingdom are our great Scholars of this time and May Allaah preserve them as they protect and fight for the continuous establishment of the Shariah and the implementing of the Sunnah of The Seal of the Nubiyoon (salalaahu alayhi wasalaam) as he has ordered us not to revolt or go against the muslim leaders, but to rather be patient.

The Kingdom has brought much peace and stability to its people and residents since it was formed. I am living in the kingdom since last 25 years and the citizens and expatriates have enjoyed excellent standards of living compared to other so called democratic nations. The western style democracy is curse to its people. The elected members plunder the nations wealth within the giving time frame. Each elected parties fill the pockets. Media is owned by rich tycoon who always manipulate the news as required.
Countries like India, pakistan, bangladesh and many others who have adopted the western democracy have achieved very little in return. In fact they would have been much better under Monarchy than the plunderers who take the seat for five years.

1. Democracy is a wonderful thing and both Men and Women should have a choice to what happens in there country and there lives.Through freedom of speech and activity.

2. Money helps impove life and society,but the people make the changes and it,s people power that gets things done.

3.There is no room in any modern fast expanding society and economy for cheats,that is money for nothings,however good leadership is required to achieve a end goal or solution.

People can protest but I don't get why. The government keeps taxes, is always trying better the lives of all people, and only looks for a brighter future for Saudi Arabia. It really saddens me to see how people can be motivated by the hate of other from our neighboring countries

From a European viewpoint the imam of the Prophet's Mosque in Madinah speaks very sensible words. He limits himself to the 'chaotic' and partisan nature of demonstrations and he stresses that governments should not kill their people. In Europe too one requires a permit to demonstrate, which permit is denied if there is a real danger to people or property. A judge may then hear the case if the mayor's decision is unfair. Sheikh Ali bin Abdul Rahman Al-Hudaifi balanced words do raise a question: is there a difference between an imam who informs you about what is forbidden and one who leads you to what is allowed and possible?

Vernal, I am an Indian, and I Love and respect this country too, in fact more than my own country. But I agree with you. that Indians have no business to interfere in this subject., nor offer their un invited comments. We have come here to work, obey the laws and thats it..

In my opinion majority of the Indians themselves are not following the laws of the country. How many Indians are staying in the country illeagally without valid documents. How many Indians working in professions, other than those mentioned in the Iqamas. How many Indians are in the jails, for not following the rules of this country.

Indians can show thier love to this country by obeying the laws of this country, not shedding crocodile tears, to conceal their short commings.

@VERNAL How can you say we have seen little and know nothing about world? Do you know every one here who have commented? I bet lots of people have seen alot but found peace in Saudi. Like myself. Lived in Saudi all my life but travelled and worked in Dubai and UK. Not only I just go and work. I actively socialize with natives and know about cultures. Studied in Cyprus -- thats were pleasant learning moments of my life. Now I am in London. Now will you still say we have seen little?
