Japan's military failed on Wednesday a first attempt to drop water from helicopters on one of the damaged reactors at its crippled nuclear power plant in Fukushima Prefecture in what officials acknowledge is a desperate move to try to stem radiation leaks from the facility.

In a risky mission, Japan's military tried to air drop the water on the plant's damaged reactors to try to cool radioactive fuel rods. But the helicopters were called back. The Defense Ministry says the radiation level was too high.

Officials turned to the helicopter strategy after rising radiation levels forced the plant's operators to order a temporary evacuation of the last remaining staff, who had been working urgently to pump seawater over the fuel rods to keeping them from melting down with potentially catastrophic consequences.

Japan may turn to US

Japan's government said it might need the help of U.S. military forces to halt continuing radioactive emissions from a nuclear-power plant severely damaged by last Friday's tsunami, triggered by the magnitude 9.0 earthquake.

Watch William Ide's report on the severity of the nuclear crisis

Chief Cabinet Secretary Yukio Edano told reporters that the containment vessel of Reactor 3 at the Fukushima-1 nuclear power plant may have cracked.

The top government spokesman said it is highly probable this may be the source of a cloud of white smoke being seen in video images relayed from a helicopter 30 kilometers away from the crippled nuclear facility.

Reactor 3 earlier suffered an explosion after difficulty in cooling the fuel rods.

Earlier in the day, Tokyo Electric Power Company spokesman Hajimi Motojuku acknowledged the possibility that spent fuel rods at the number-four reactor at the same plant could again enter a state of a nuclear chain reaction.

Motojuku said a fire was again spotted coming from the reactor's spent-fuel cooling pond for about 30 minutes early Wednesday.  He says the cooling-pond water may be boiling off, exposing the rods again to the atmosphere.

That would mean the rods would emit radioactive substances into the environment.

The fire was originally spotted Tuesday, apparently triggered by a hydrogen explosion. But Tokyo Electric said they halted fire-fighting operations late in the day because workers believed the flames had been extinguished.

Radiation leaks continue

Radiation levels are so dangerous on the ground at the Fukushima-1 plant that workers have had to give up trying to pour water into the cooling pool and all of the facility's 800 workers have evacuated the site.

Two reactors at the plant apparently suffered partial melting of their cores when the normal cooling functions ceased following last Friday's tsunami triggered by the quake.  That is believed to be at least partly responsible for soaring background radiation levels deemed dangerous to people who stay at the facility for an extended time.

Quake death toll mounts

The nuclear crisis is distracting Japan's top officials from devoting their time to the unprecedented natural disaster. The confirmed number of dead and missing is above 10,000 in this part of the country. But local and regional officials say there may be many thousands more people buried in debris following Friday's earthquake and tsunami that washed out an uncertain number of coastal communities.

How much are they willing to pay for the help? Maybe giving all assets held by their company's back to the US goverment and forgiving any outstanding debts. Or maybe just becoming another state in the union. Why should the US be the worlds knight in shining armor when needed and whipping post when not.

I offer my condolences to the dead people & feel sorry for the distruction caused by earth quake followed by tsumani. I am with all Japanese who are facing hardship to date. I am sure Japanese will bounce back & over come this hardship in shortest possible time & they will get all their glory & fame back again.

The cretins who built, supported and profited from the nuclear plants should now be put to work to contain the little "problem"...

Article might have been more informative if you had made it clear that the unsafe reactors are of American origin and the issues have been understood for about 40 years.

I t seems to me how the nuclear energy is dangerous for the survival of mankind .the people of philipines is conscious of it .T that is why they request the govenment to stop the functioning of nuclear energy in that country.

16-03-2011

Nuclear Energy is still unclear once gone out of control. Despite all possible safety /mitigation effort nuclear energy spilling its havoc ..... world wide nuclear energy should be cut down to zero and solar/wind energy should be exploited. Peoples should use less and less energy by changing their life style ...natural sources should be utilised Nature is supreme and we should not challenge it but to respect it and enjoy... Khudaahaafiz

16-03-2011 joseph purathur (India)

By underplaying the threat perception, Japan is wishing that the problem may disappear. However, from the reports coming out to the open, it is much more serious a matter to wish away. The Nuclear Club should put their brains together and find a way out, soon.

Honestly, this is some of the worst written English I've come across - I can only assume that English isn't the reporters first language e.g. "...damaged reactors to try to keep cool the radioactive fuel rods...". Huh, "keep cool the radioactive fuel rods", really, nobody reading this before it goes live on the site then? I love online news, but please at least try and maintain some sort of standard, this is embarrassing!

16-03-2011 Sin.Sivutha (Cambodia)

This is so very tragic for those poor people living anywhere near these plants. Hopefully this horrible situation will be somehow corrected, or at least minimized and the world will finally wake up to the need, no, requirement to finally get real about alternative resources such as Solar, Wind, etc. Another big plus of having Solar and Wind sources is that no toxic and dangerous waste needs to find a place to be hidden for the rest of mankind.

16-03-2011 Darijo1 (BiH)

WEAKEST LINK IN THE CHAIN: An ancient proverb says: “the chain is strong as long as strong its weakest link”. Equivalent principle applies in a systematic (group) approach to the problems of safety of nuclear reactors.

16-03-2011 Darijo2 (BiH)

The main priority of the tightening of security should have exactly those reactors that have a minimal partial (individual) security, so in that sense it would be advisable to withdraw (temporarily or permanently) from those activities that can wait or even be counterproductive (construction of new reactors).

16-03-2011 Darijo3 (BiH)

Have also in mind that the tightening of security procedures should be a permanent process, not just a temporary move. The process of education has a predominant role in this regard should be openly, without hesitation, the masses Twisted argue that human greed for energy is the greatest PROBLEM modern humanity, a problem that will most endanger the life of future generations.

feel so sorry about japanese people, also for nuclear technology.

16-03-2011 taylor johnson (UK)

I feel it is justified that the focus be placed more towards this aspect of the disaster. Nobody has stated publically a worse case scenario. Is it not possible that a nuclear chain reaction could infact ignite and explosion result in release of significant radioactive debris. Fusion may have stopped, but I believe components exist for it to restart.

It is an international crisis which need to cooperate whole efforts urgently to prevent more radiations from spreading which could deepen this crisis . I think that whole scientists and specialists should participate to find tangible solution in order to re cool the reactors as soon as possible specially in this critical delicate situation .

16-03-2011 hamad part 2 of 2 (Oman)

The repercussion of this crisis will not restrict to Japan but it will exceed to whole world , if we do not rush to settle down each reactors immediately . This crisis like car carry tones of explosions without brakes or safety and no one knows when it could explode . This news increase my blood pressure and temperature . I believe that scientists could find solution to halt spreading radiation more in our atmosphere like what they did when they solved Mexico oil crisis .

16-03-2011 Jack Guerrier (United States)

This is a terrible disaster primarily caused by failure, through damage, of well founded back up resources. No one should be faulted for an natural incident whose force was beyond any engineering estimation and was followed by tsunami. My heart goes out to the people of Japan whose pathway through life has been forever altered. We all have an obligation to extend what ever help we can to these unfortunate, civilized people.

So sad, heart broken for Japan, and the world. we need alternate energy like solar power, or water power. the cartels are stupid. the elite are stupid. those GE contracts bad engineering, and worse idea. someone must pay for this. it's time for the people of the world to boycot oil/gas/nuclear power and move to independence. own your own.

Radiation is so terrible,i hope Japan people pull through difficulty times quickly.

16-03-2011 bobthegrape (usa)

For years the Japanese didn't want nuclear anything because of the bombs the US tested on them at the end of WWII. The US was not allowed port of call visits with ships like the USS Enterprise or its nuke escorts. That is the reasonthe US kept fossil fuel carriers in service for so long. The poor Japanese citizens were sold a bill of goods by their gov'mint and the "safe" nuclear industry.

16-03-2011 Jo Soap (South Africa)

Let's hope that the radiation problem is controlled in time to avoid a disaster of major proportions, like humankind or indeed planet Earth has never experienced. God help us all!!

Though my father's right leg was wounded by bomb which was thrown by Japanese war plane in Chongqing city during the World War Two when he was a young worker of a factory there,.....still I want to say I hope all the ordinary Japanese people can survive safely from the bad situation caused by this big earthquake and tsunami.

16-03-2011 Ivan from Kiev (Ukraine)

I remember vividly Chernobil in April 1986, as Kiev is circa 160 km from the reactor. When the blast occured, unprotected fire squads first cleared the debris from the damaged reactor roof(!), then the military helicopters, again vaguely protected, shed the sand into the reactor core, emmitting radiation, in order to put it down. Instead of pulling out the personel in protective gear, taking place now, the soviets sent thousands of unwary soldiers and officers to clear the debris

Hey, VoA, why didn't you print my comments concerning the poor design of the GE containment structure. The one about the NRC saying in 1972 that they shouldn't have licensed that containment. In 1974, the NRC also said that there was a 90% chance that that containment structure would fail in an accident like the one Japan is having. Why don't you print this!!??!?!?!

16-03-2011 Jim (USA)

TEPCO had 24 hours, at most, to either fly in new generators or get the others back going----and string new wires to critical pumps and restore pipes. Yup, it looked like the seriousness came down to fire trucks that don't have the volume needed to do the job. If these spent fuel ponds boil off----it will beome worse that Chernobyl. Not only were these GE MK-1 defective designs, the TEPCO lack of response is terrible too.

16-03-2011 Darijo5 (BiH)

RAVI R (India), I recommend you to avoiding emotion, desire, religion and romance ... there is no perfect solution, but the damage can be significantly reduced if people accept the cold reality. If people continue to avoid confrontation with reality, then it will be followed by long-term cataclysm.

16-03-2011

I'm surprised the Japanese Navy doesn't have a ship they can park offshore and run power to the local power infrastructure. All they need is enough to run those pumps.

16-03-2011 Darijo6 (BiH)

When nuclear businessmen say "we have turned off the reactor" in principle they are lying. Commercial reactors are systems that can be only partially disabled.
