JEDDAH: In a major televised announcement, Custodian of the Two Holy Mosques King Abdullah unveiled on Friday a SR500 billion social spending package that includes a minimum wage and cost-of-living bonus for government workers, unemployment allowances, a boost in housing loans and an increase in health spending.

Half of the value of the package — SR250 billion — will be used to construct 500,000 homes to address the country’s growing housing shortage. The king also announced a ministerial-level anti-corruption commission that will be headed by former Shoura Council member Muhammad Abdullah Al-Sharif. The authority will check financial and administrative corruption in government departments and will report directly to the king.

During his address to the nation, the king thanked his people for foiling the attempts of those who called for a day of protests on March 11.

“I am very proud of you,” he said. “The national memory should preserve that you are the guardians of national unity. You are always in my heart. I get my strength and determination from Allah and from you.”

Regarding the massive spending package, Justice Minister Muhammad Al-Eissa commended the royal decrees and said they would promote the welfare and wellbeing of citizens all over the country.

“The new welfare programs incurring huge spending are unprecedented in the Kingdom’s history,” the minister said. “It reflects King Abdullah’s desire to improve the living condition of citizens.”

Shoura Council Chairman Abdullah Al-Asheikh also praised the new royal decrees and said the comprehensive welfare programs would boost the Kingdom’s progress and stability.

Talal Al-Oqail, adviser to the Ministry of Islamic Affairs, thanked King Abdullah for taking a series of decisions to strengthen Qur’an memorization centers and the Commission for the Promotion of Virtue and Prevention of Vice as well as to renovate mosques all over the Kingdom. The package includes SR300 million to support the Islamic Dawa (Call & Guidance) offices and SR200 million to support Qur’an-memorization organizations.

The royal decrees announced on Friday are:

• A one-time cash payment of two months salary to all government employees, including members of the military, in addition to two months worth of living stipends to Saudis studying under government scholarships.

• A monthly unemployment payment of SR2,000 to the unemployed starting from Nov. 26, the start of the Hijra year 1433.

• The establishment of a minimum wage for Saudi government employees of SR3,000 per month.

• SR250 billion allocated for the construction of 500,000 housing units across the country.

• Establishment of the anti-corruption commission within three months.

• SR16 billion allocated to the Ministry of Health to expand facilities and construct new hospitals.

• An increase in the home-building lending limit at the Real Estate Development Fund from SR300,000 to SR500,000 per loan.

• An increase in loan limits to private hospitals from SR50 million to SR200 million.

• The creation of 60,000 new military jobs under the Interior Ministry.

• Wage increases to military personnel through upgrading each member’s pay grade by one step.

• Expanding branches of the General Presidency for Scholarly Research and Ifta, including the creation of 300 new jobs.

• SR200 million to the Commission for the Promotion of Virtue and Prevention of Vice for more offices across the county.

• Five hundred new positions at the Ministry of Commerce and Industry to check prices in the market and punish violators.

The royal decree also includes the promotion of increased Saudization in the private sector. It also includes an order that the Kingdom’s media organizations refrain from criticizing religious leaders.

excelent pakage great help to the saudi nation.i appreciate the king Abdullah,s announced package as well but i would like to here more the reforms regarding saudi womens rights and driving permission for the saudi ladies. Inshalah this will be also allowed and soon the Saudi Womens and their suffering will be over.Please lot of reforme needed in women section and i need to mention here as after driving, the rights of saudi ladies going for abroad for higher education and children status of saudi ladies married with non saudi,s. etc all these issues required special attention of govt and his highness King Abdullah

I come from a country which boasts over 60 years of democrasy with lots of corruption by subsequent governments with no significant developments. I notice Arab News mentioned nothing about the orders pertaining to supporting the Hai'a and other religious bodies and the be respectful to scholars order.

Guess they and another media outlets aren't too happy about that.

How is increasing our massively inefficient government going to help anything? The government size should be reduced not increased. What impact will this have on Saudisation of the private sector - who will want to work in the private sector now? Where is the meaningful political reform? This is more of the same - doling out money to buy people off on the assumption that they do not have the capacity to think for themselves. The same old cabinet minister from the same old families will continue to have pre-eminence in Saudi society. We urge King Abdullah to take bold steps for reform as a matter of national urgency to avoid the fate of Libya.

Saudi rulers took care of their nation well since decades altogether when neighboring states and their rulers seldom thought of relieving the poor and desrving masses in their countries. This wasn't really needed, i would say those money should have been invested in building more schooling and improving their curriculum or train Hiaa people to deal with the general public or most likely build more driving schools to improve the city traffic. I think its time Saudi Arabia should adopt the driving institution like in Dubai or west world taking the drivers to the main road so he can learn how to deal with different traffic situation and learn traffic manners.

The King of Saudi Arabia, the honorable Abdullah, is much respected and dearly loved by his countrymen. He has shown his love and care for the citizens over and again. And the latest benefit package is just another testament of his relentless effort to improve the living condition of the mass people.

But, unfortunately, the benefits that are declared from time to time, don't include the expatriates. Just a couple of weeks ago, some pay increase was announced, but it left out the foreign workers. This is very sad and unfortunate for those highly skilled manpower who leave their dear homes and live and work here to serve the kingdom of this benevolent king.

This act of excluding the expatriates from the awards and special benefits depresses and alienates them. It also hampers the spirit and merit of the work they do. They witness their Saudi colleagues receiving heavier checks whereas they remain on the same pay-scale. This is not good for any party involved.

Therefore, I hope this time the reward will be equal for all. I'm sure that would ensure justice and fair-play in workplace.

The program is tantamount to printing money for distribution to the citizen without the accompanying productivity. I am sure of the inflationary impact it will bring with it making the handout worth less than the face value of the handout. Great News from the King of Hearts, King Abdullah. This will help somehow a lot of Saudi Citizens esp. those who are unemployed. How I wish He will give the Non-citizen a privilege too according to what capabilities he/she is requesting for. I could elaborate more abt this but apparently it is very hard to contact directly whom my request should be presented for. Anyway, we as Non citizen of this country, stayed for long years and have adjusted and love all the values and morals in the kingdom. I wish the Expatriates could also get this advantages or benefits but mind it, this is Saudi Arabia...for Saudi's only...Expats are foreigners and one day they have to leave this country unlike USA or Canada where a foreigner gets Citizenship within five years of stay. As every country has their good policies for their citizens so KSA does. But, i am worried about this Saudi citizens who shall get the benefits from King because before this announcement some saudis were doing all kinds of bad things like...Misyar marriages, ill treatment with expats (housemaids), women dominations, etc., and now after this their intentions will be doubled............ May Allah Save this Kingdom.

If there are minor problems, the same can be peacefully taken up with the government who we believe are kind enough to hear those and resolve them. Please don't run behind the calls from Shaita'ans. I wish the Expatriates could also get this advantages or benefits but mind it, this is Saudi Arabia...for Saudi's only...Expats are foreigners and one day they have to leave this country unlike USA or Canada where a foreigner gets Citizenship within five years of stay. As every country has their good policies for their citizens so KSA does. But, i am worried about this Saudi citizens who shall get the benefits from King because before this announcement some saudis were doing all kinds of bad things like...Misyar marriages, ill treatment with expats (housemaids), women dominations, etc., and now after this their intentions will be doubled............ wow!!great..i realy admired the king for such a great actions...but dear king, i am just one of the many expats working in one of your gov. hospitals, but sad to say our salary is not fix..the salary department is not giving as the correct salary that we deserved...th said increases that came from the percentage you've givin to us, we never ever received even 1sr..by the timee we are goin for vacation, that dep. is not giving us our full salary, and yet during our vacation , we are not receiving our salary...we actually wish to change the personnel in that dept...please hopefully the ministry will come and checked their personnel....but anyway..thank you dear king for the benefits that we are supposed to received,...thank you.....

Most of the labours do not get enough income, which leads to crimes, Most of the married men cannot bring their wifes, this is leading to more zina, Most of the houses in Hara, kubera, manfuha, batha are so bad it is worst than asain countries and the owners are charing huge rents. CONGRATULATIONS TO ALL SAUDI BRETHREN BUT it would have been better if there was a subsidy announced for food items also. It would have covered the EXPATS at least. With delayed salaries, no increments, rising cost of living specially the house rents, no courage to resign and go back some among the EXPATS can only envy or may be some times feel jealous. Allah does not like jealousy, we are not having enough faith to go back and test Allahs powers to provide sustenance, so life will continue as it is.

A lot of my friends are saying that in Gulf the Government gives cash to its people just to keep their mouth shut; but they forget the main thing; when the company is doing well the employers are paid the bonus for what the company had earned profits for the last year. Let us consider the countries in Gulf the companies and the Nationals the employees. They deserve these bonuses and I think if the governments continue to give the bonuses every year to their EMPLOYEES all will be happy. After all its their Nation and they deserve it. The Countries of gulf are rich and I believe the wealth of these countries needs to be shared with the Nationals of these countries and they have full right of it. Its not making the Lazy people lazier, but its their first right to have the share of their National Wealth. It needs the courage from the Ruler to share the wealth with its people and it helps to maintain the bond between the people and Ruler. If Nationals are poor and Ruler gets wealthier, Clashes are bound to be there. Yesterday what King Abdullah announced in his Royal Decree shows his clear indication about his CARE for his people and I feel People of Saudi Arabia should be PROUD of a RULER like King Abdullah. I pray to Allah SWT to give long life to King Abdullah and help him to help the needy and poor of the World and Saudis in Particular and guide him to provide the best of the rule for his people so that he becomes a ROLE Model for the world which he already is. He demonstrated his neighboring kingdoms how a king should take care of his own country and own people...but what about the other people with another nationality,in other words the EXPATS?!! The people who really sweat their blood out to the development of this great country.1.What about imposing also a minimum wage for the expats,? At least this will improve the image os Saudis as fair and just employers...2. Improving the public transport like putting up light rail transit within the city...this will ease out the traffic congestion of too many cars,and unruly driverswho do not deserved to have driving licenses!And also there must be parts of the transit train for the family and also for ladies.A group of ladies travelling together feel safe about it.And there must be bus stops,and places designated for every place,not that they will stop anywhere. Just follow the example of HK,JApan and SIngapore. 3. Put up training centers for the young generationns of Saudi,that they should find dignity in their work no matter how heavy the work will be..not that they will be programmed only to be managers...wake up! Sooner or later,Saudis will do also the menial jobs and there is no way to prepare your kids but in your own home and in the curriculum of your education.. These are just a beginning of a new systematic and more developed country. Slowly,this kingdom will be more prosperous and its people more community conscious,and more responsible.

500 Billions will be spent on Saudi's only strictly speaking. Ex pats are again left out with nothing! They are considered second class citizen.
I have a question that bothers me, aren't all human beings are Ashraful Makhluqat(the greatest of all creation)? If yes then why Ex pats rights are always violated, workers who work way below minimum wage like poor Bengali's who do the labour orientated work and get peanuts. Its again the law and these benefits are for Saudis the minimum wage will only apply to Saudi's.
I wish King Abdullah a quick recovery and him being the 3rd most powerful person ranked by forbes magzine I plea him to think about the lower and working class and people who are working for the Kingdom and living away from their families and have a package for the marginalized people.

Another round of packages which appear to help the Saudis who least need any help. Govt. workers are already the privileged of the employed. Where were the measures to boost the private sector. Where is education reform, employment law reform, the small business schemes etc.

As some commentators have already pointed out, the govt. sector needs reducing, not boosting. Every measure taken makes the public sector more appealing to young Saudis, and the private sector is increasingly made to look like a very last option. Saudi needs the total opposite? Future economic success lies with the private sector, at the end of oil, there will be no public sector, without a robust private industrial / technology base to pay for it.

Asian expats, stop asking if the increases will also apply to you. The money is for the benefit of Saudi, not expats, stop being so naive. You need to stop living in hope, and adopt the attitude of the Western Expat, either you are content with your package, or you are not, if not, leave, and go somewhere else. If somewhere else is a poorer option, be happy with what you have. Indians especially will soon have better options in their own country, if not already?

I feel the Great King Abdullah must have meant all Saudi nationals as well as EXPATRIATES when he mentioned "all government employees". He knows a big number of expatriates work in health, education and engineering sectors and other sectors too. The king should not frustrate the EXPATRIATES. A lot of the Saudi development depends on the service of the EXPATRIATES. As long as the king's advisers are intelligent, they must include the expatriates for the nation's development projects and schemes.

There are many expatriates in the Kingdom who are working sence longtime and are earning to maintain their families. It's a request from all Muslim brothers that please allow any how. I think family visa will improve the economy of the nation, people will be required family accommodation, transportation, market and marketing, school and colleges and so many on... I would just like to add a request here to the authorities, that it is now time that the current Sponsorship system be changed / reviewed , in today’s world it is a type of modern slavery, where a person can not keep his passport with him and can not travel freely, without the permission of his "KAFEEL “, I myself am living in this country since 1976, but my residence status is same to the one who came say yesterday as we both have the same type of IQAMA .There are so many people like me who have spend their most part of the life in this country and have participated in the development of the country, at least such people deserve that they can live the last part of their life without fear of being EXIT on expiry of IQAMA.

But we as a citizen of this honored nation and as a mark of respect to our beloved king and kingdom are not celebrating nation pride in the right way. Every now and then all youngster coming out on the street doing vulgar dance with flags round their body are shameful. They tease womens, block traffic and make annoying scenes. The sense of nation pride does not give us the license to do unruly scenes on the streets. These things are going un-control l and is sending wrong signal to others. It has to be stopped. I make special request to the Arab news editor to do something in this regard. I think first of all Islam and secondly our constitution and respected king himself never allowed such things.

Well, the announcements do appear to be ideal for welfare of the country. However, in the hindsight, can one not see that the unemployment benefits would make the unemployed even lazier? Instead of such benefits, the government should focus on building good training institutes, community colleges etc that can train and educate the young saudis to cope up with the demands of today's business world. Unless they do this, they won't be able to improve the working attitude or the employment rate of the country. This aspect needs serious working.

This is a good gesture from the king but in the long run, this will be a disaster in the making. Teach everyone the meaning and importance of hard work, for them to stand on their own feet when the oil resources is gone.
