Debates over what constitutes terrorism date back to the League of Nations, and are unlikely to be resolved anytime soon. But two elements are common to most of the definitions complied by the United Nations Office on Drugs and Crime: acts that are considered beyond the pale ("the peacetime equivalent of war crimes,'' by one proposal) and that are intended to create widespread fear.
