The CAP Act is one of three ways to limit government spending that was presented at a Cato Policy Conference on April 7, 2011.

Both acts and Constitutional Amendments are useless.
You put a cap, and spending will never go below it. Forget acts- still too much money, and hey, maybe they'll just stop passing budgets like last year as a loophole. Constitutional amendment is only way.
