U.S. Senator Bob Corker (R-Tennessee) explains his plan to balance the budget by limiting all government spending- both discretionary and mandatory- to 20.6% of GDP over 10 years. The CAP Act is one of three ways to limit government spending that was presented at a Cato Policy Conference on April 7, 2011.

  • Senator Bob Corker, what a surprise! Not only are you behind this crap, but you are a well known paid lap dog for the corrupt payday lending industry, most notably the sloppy, oafish W.   • @mikheii Of course. Because everyone in Congress and the White House follows the Constitution and all if its Amendments all the time.

    Both acts and Constitutional Amendments are useless.

  • You put a cap, and spending will never go below it. Forget acts- still too much money, and hey, maybe they'll just stop passing budgets like last year as a loophole. Constitutional amendment is only way.
