Given the uncertain global economic outlook, this year's mini-budget will need to address what SA can do to cushion and adapt to the negative impact of trends here and abroad.

Cape Town - SA has not recognised the Libyan Transitional National Council in line with the African Union's policy and would not do so until specific conditions were met. President Jacob Zuma said this on Tuesday during the Presidential question and answer session in the National Assembly. However, he did not say what the "specific conditions" were. "The AU has taken a very clear position and as we are part of the AU we could not do something different; the AU has not recognised the NTC. Some countries take individual positions as is their right; many do this to protect their own foreign policies," he said. In answer to a question from Congress of the People leader Mosiuoa Lekota, Zuma said that SA did not have to justify its position on Libya to anyone as it was already very clear. Zuma said that the North Atlantic Treaty Organisation (Nato) had abused the UN resolution of establishing a no-fly zone and the AU and the Arab League had objected to this despite having voted in favour of the resolution. "It [the resolution] was to protect airspace and not to bomb Libya," Zuma said.
