Libya, August 28 as it happened

Here is a summary of events in Libya on Sunday Aug 28 as the rebels closed in on Sirte and Lockerbie bomber Abdel Basset al-Megrahi was tracked down in Tripoli.

20.54 CNN reporter Nic Robertson has reportedly tracked down Abdel Basset al-Megrahi in Libya. He's posted a picture and says he has an exclusive report airing soon on the news channel.

18.06 A minister in the Libyan National Transitional Council has said the country will not extradite Abdel Basset al-Megrahi, the man convicted of the 1988 Lockerbie airline bombing. "We will not give any Libyan citizen to the West," Mohammed al-Alagi, the NTC justice minister, told Reuters reporters in Tripoli.

17.05 Amid speculation that Gaddafi is holed up in his hometown of Sirte, rebel commander Mohammed al-Fortiya has told AFP that his forces are within 18 miles of Sirte from the west, and have captured the town of Bin Jawad just over 60 miles from the east.

15.37 More than 10,000 prisoners held by the Gaddafi regime have been released since the rebels captured Tripoli, but nearly 50,000 are still missing, according to rebel military spokesman Ahmed Omar Bani.

Quote The number of people arrested over the past months is estimated at between 57,000 and 60,000.

Between 10,000 and 11,000 prisoners have been freed up until now... so where are the others?

Many people in Tripoli are now discovering mass graves around former detention centres and the prison in Abu Slim.

We have names of individuals who know what happened with the prisoners in Tripoli and these individuals are currently being sought by our liberation forces.

We invite anyone who has information on prisoners to come forward, or they will be considered complicit in these crimes.

13.46 Rebel fighters now control the road between Tripoli and the Gaddafi stronghold of Sabha, according to a rebel military spokesman.

13.30 A natural gas pipeline from Libya to Europe has been repaired, paving the way for resumed shipments, rebel military spokesman Ahmed Bani said at a news conference.

"The gas pipeline is back and running, supplying the pump stations and the Mellitah (gas processing) refinery. Gas will start flowing to Europe," Bani said, without giving a timeframe for resumed shipments to Europe.

13.05 Iran "discreetly" provided humanitarian aid to Libyan rebels before the fall of Tripoli, Jam-e-Jam newspaper has quoted Foreign Minister Ali Akbar Salehi as saying. He said:

Quote We were in touch with many of the rebel groups in Libya before the fall of (Moamer) Kadhafi, and discreetly dispatched three or four food and medical consignments to Benghazi.

The head of the National Transitional Council (NTC), Mustafa Abdel Jalil, sent a letter of thanks to President Mahmoud Ahmadinejad for having been on their side and helping.

12.33 Tunisian authorities have opened the main border crossing into Libya.

11.58 Telegraph foreign correspondant Rob Crilly blogs on the Sirte situation:

Talking with a rebel negotiator today, it sounds as if the people of Sirte have very little idea what is going on elsewhere in the country. There is little power or petrol, so few can keep up with the TV news.

A battle for Sirte could be a lot more protracted and bloody than Tripoli. So could we be heading for a siege?

11.46 Hague has played down a report today's the Sunday Times (£) that the new Libyan government will block fresh efforts to secure justice for the Lockerbie bombing and Yvonne Fletcher murder.

The Foreign Secretary said the leader of the National Transitional Council (NTC) has pledged to "cooperate fully" with the British authorities.

He also apparently rejected the idea that the man convicted of the Lockerbie bombing, Abdelbaset Ali Mohmed al-Megrahi, could be returned to prison in the UK.

Quote Libya has never extradited or handed over its citizens to a foreign country," Mr Ameri said. "We shall continue with this principle.

11.09 Muammar Gaddafi's apparent offer of talks on transferring power in Libya have been dismissed as "delusional" by Britain.

Foreign Secretary William Hague said the National Transitional Council (NTC) was already in charge of the country.

All that was needed from the fugitive former dictator was to order his remaining forces to lay down their weapons, Mr Hague added.

10.48 Insurgent forces are 18 miles west of Sirte, according to a top Libyan rebel commander.

"We took Bin Jawad today... and are 30 kilometres from Sirte", Mohammed al-Fortiya, the rebel commander in Misrata, told reporters.

Sirte is now effectively in a noose being tightened from both east and west.

10.39 Gaddafi has offered to form a transitional government according to AP, which says chief spokesman Moussa Ibrahim had called their New York offices last night to deliver the message.

Ibrahim, who said he was calling from Tripoli, claimed he saw Col Gaddafi on Friday to discuss how they would start the negotiations. He said the former dictator was still in Libya and his son al-Saadi would lead the talks.

10.28 Here's the main developments over the past 24 hours:

Rebel fighters took a series of towns on the route to Sirte, Gaddafi's hometown.

The search for Gaddafi continued, with speculation rife that he has fled to Algeria with his most senior aides. The NTC said it had "no factual reports about the whereabouts of Gaddafi".

A human slaughterhouse was found in Tripoli.

Libya-UK trade may resume 'week after next’

Angela Merkel, the German Chancellor, said Gaddafi should be tried by the International Criminal Court in The Hague

Ban Ki-moon, the United Nations Secretary-General, called for a swift return to order in Libya, saying that the country is "awash" with small arms.
