Obama to send $447B jobs bill to Congress

WASHINGTON - President Barack Obama will send Congress his new $447 billion jobs bill on Monday and urge lawmakers to quickly pass it, a White House official says.

Obama will also travel across the country to build public support for the package he unveiled last week. He'll visit the pivotal campaign states of Ohio on Tuesday and North Carolina on Wednesday to ask voters to pressure lawmakers to pass the bill.

The centerpiece of the plan is lower payroll taxes for individuals and businesses. There's also new spending to hire teachers and rebuild schools, among other things.

Republicans appear more conciliatory on certain parts of the president's plan - the payroll tax holiday, a tax credit for companies that hire unemployed veterans and an extension of unemployment benefits, reports CBS News White House correspondent Bill Plante.

But it gets trickier in the president's proposals for infrastructure spending, which some Republicans view as just more stimulus spending, reports CBS News congressional correspondent Nancy Cordes.

At the president's Rose Garden event, teachers, police officers, firefighters and others will join call for passage, according to the official, who spoke on condition of anonymity ahead of the president's remarks.

The Democratic National Committee is launching a television ad campaign to boost support for Obama's new jobs plan. The 30-second ads, which show portions of Obama's speech to Congress last week, will air beginning Monday in politically important states from Nevada to New Hampshire. The ads urge viewers to "Read it. Fight for it. ... Pass the President's Jobs Plan."

Last December, Congress passed a one-year cut in Social Security taxes, reducing the rate for workers from 6.2 percent to 4.2 percent for 2011. Employers still pay the 6.2 percent rate, which is applied to wages up to $106,800.

Obama proposes to extend the tax cut for a year and make it bigger, reducing the Social Security taxes paid by workers to 3.1 percent for 2012. He's also now proposing to extend the payroll tax cut to businesses on the first $5 million of their payroll. About 98 percent of companies have payrolls below the $5 million threshold, according to the White House.

Extending and enlarging the payroll tax cuts costs $240 billion.

Obama urged lawmakers to "pass this jobs plan right away." But he left the responsibility for paying for the $447 billion plan to a special bipartisan House-Senate panel created to reducing deficits by at least $1.2 trillion over the coming decade. The panel's top Republican wasn't happy about it.

The jobs plan also calls for $130 billion in aid to state and local governments, providing either a welcome infusion of cash for those struggling with budget gaps, government layoffs and crumbling roads or merely a temporary patch for budget holes that are likely to remain long after the federal money runs out.

The perspective of governors and state lawmakers varies but often follows political affiliation, with Democrats generally praising Obama's plan and Republicans remaining skeptical.

"It's a no-brainer: Congress should pass the bill. Now," said California Gov. Jerry Brown, a Democrat, whose state would receive some $13 billion for construction projects and teaching and public safety jobs at a time when it has the nation's second highest unemployment rate.

Many Republican lawmakers and governors are less enthusiastic about accepting the federal money, especially if it locks in costs.

"If we're given the flexibility to spend it as we see fit and not as they see fit, I could see some benefit," particularly for long-delayed infrastructure projects, said Missouri House Budget Committee Chairman Ryan Silvey, a Republican. "I'm not a big fan of using one-time money for ongoing expenses. I think that's what the state should be getting away from, not getting deeper into."

Obama's plan has to clear a politically divided Congress, which could scuttle it entirely or enact bits and pieces of it. As envisioned by Obama, state and local governments would receive $50 billion for transportation projects, $35 billion for school, police and fire department payrolls, $30 billion to modernize public schools and community colleges, and $15 billion to refurbish vacant and foreclosed homes or businesses.

It would mark the second, sizable infusion of federal cash to states in less than three years, coming just as they are burning through the last of the billions of dollars they received under the 2009 stimulus act.

In many cases, states used the original stimulus money to fill in for declining tax revenue and lessen or delay spending cuts for public schools, health care programs and other services. But those budget holes remain in many states as high unemployment persists and government tax revenue remains lackluster.

With another round of money, "the federal government may be able to play a critical role in helping states close their budget gaps," said David Adkins, executive director of the Council of State Governments.

But he said the prospects for receiving the money appear "very, very slim" given the focus on reducing government spending among Republicans in Congress. He said state government leaders are more interested in long-term stable federal funding for transportation projects and education programs.

Just like Nancy Pelosi allowed no delays (pass the bill, right away) in passing an idiotic job killing health care law. Track records mean something, and we can not ignore what has gone on over the passed 3 years. President Bush first, and then President Obama blew $100s of billions on bogus stimulus packages and bailouts, giving us nothing but a massive national debt.

Here is the deal: Americans needs long term changes which will allow private sector businesses relief to do long term planning - that will result in REAL jobs - not just temporary short term jobs in a one year spending bill. We have to reverse the oppressive additional regulations and expenses President Obama and other progressives have imposed on private sector businesses. So far, the President's bill only gives a one year tax credit to hire someone. What are business owners to do with that? Are they going to hire someone with the intention of firing them the next year?

President Obama's plan is not a real answer, and it is no where near PAID FOR. His plan is to spend $450 billion that we do not have in one year, and pay back $400 billion of it in 10 years. That is not being PAID FOR. WE DO NOT HAVE THE MONEY, and we need a long term solution - not a band-aid that will help a little leading up to an election.

China and Germany are leading the world in solar panel manufacturing and other alternative energy development. And they are not outsourcing those jobs to the US I can tell you that. We have to move past petroleum but it is hard because Exxon and Chevron are part of the cartel that has seized the government for profit. At the expense of the rest of us.

And JV, yes the Bush Crime Family is a Crime Family. Just because they are not in prison does not mean they are not criminals. There is literally a laundry list of crimes they have done including murder.

That isn't the reason "it's hard"......the reason is there is 200 million gas powered vehicles on the U.S. roads TODAY.....and millions of gas powered vehicles being sold at car dealerships around the country......so just because you want solar electricity to magically turn into a fuel, like gasoline, doesn't make it so......just wanting it, means nothing......reality rules here, not fantasy.

Ask again, if we get rid of half the military we can out those soldiers to work doing things that might actually be good for the country. Do a GI Bill to pay them to go to college and learn alternative energy jobs. Get millions and millions of good paying construction jobs going to rebuild the roads, bridges, tunnels and parks. Simple.

1. Find out just how many people are unemployed.
2. Think about how you came to believe "Gas cars BAD electric cars GOOD"
3. Define what is actually meant by "energy". (EG Coal is not energy, the force we obtain from it as a fuel, is energy)
4. Consider who benefits if we shut all our carplants and tranfer into solar panels and "electric" cars.
5. States can be more effective than Washington about construction jobs. After all what does the crat in Washington know about Wyoming?
6. See that nice Mr Obama wants to ADD another $500B to that $14TRILLION we already have to pay off. With interest the total will be in the region of $15 trillion. "Beware those bearing gifts" is a trusim, and never more true than when a deperate politician is seeking re election!
My motto today is think for yourself and son`t swallow the garbage being fed via Washington and via the MEDIA!!
(Notice how NONE of the media are running stories that actually ANALYSE what the Obama miracle cure will actually add up to???

I guess some people don't remember the horror of the Bush Crime Family Reign of Terror. How their policies almost brought a complete collapse of the American economy in 2008 before Obama was able to save us.

The ministers again went to the window and threw the pennies, and the people adored the king, for they drank and made merry. Upon the dawn however, the people were again hungry for they had squandered thier money.........
And so it goes. Mr Obama will throw a few crumbs of low paying jobs out there. Then right before the next election he will give the lower class a "stimulus" check. That will seal their vote for him.

The military employs over 3,000,000 people not including all of the businesses and civilian employees who cater to the military. Do you really want to cut the military budget in half and have another 1,500,000 plus people competing for too few jobs?
