South Africa says it hopes the death of Gaddafi would bring peace to Libya, urging the new leaders to start a process of building national unity and reconciliation.

The failed UN Security Council resolution on Syria had a "hidden agenda" to  bring down Assad's government, South Africa said on Thursday, justifying its abstention on the vote.

"We were concerned that this resolution should not be part of a hidden agenda to yet again institute regime change," South Africa's foreign affairs department said in a statement.

Western countries who drafted the resolution intended "punitive measures" against Syria which could destabilise neighbouring countries in the Middle East, the statement added.

"We have seen that recently Security Council resolutions have been abused and their implementation went far beyond the mandate of what was intended," it said.

The African Union has said it is recognising the National Transitional Council.

The AU, which frequently has been criticised for its ponderous reaction to events on its doorstep, said in a statement it was ready to support the NTC in its efforts to build an inclusive government.

South Africa, which has a major say in AU policy, also said on Tuesday it would recognise the NTC, ending a long-standing relationship with Gaddafi. [Reuters]

South African leader Jacob Zuma on why the African Union would not recognise the National Transitional Council as the legitimate government of Libya:

If there is fighting, there is fighting. So we can't stand here and say this is the legitimate (government) now. The process is fluid. That's part of what we inform countries - whether there is an authority to recognise.

Reuters  - The United States and South Africa have struck a deal to allow the release of $1.5 billion in frozen Libya funds for humanitarian aid and other civilian needs, UN diplomats said on Thursday.

Council diplomats said the agreement would enable the funds to be released without a UN Security Council vote on a US draft resolution that Washington submitted to the council on Wednesday in response to South Africa blocking a US request to disburse the money in the UN Libya sanctions committee.

The United States and South Africa struck a deal on Thursday to allow the release of $1.5 billion in frozen Libya funds for humanitarian aid and other civilian needs, UN diplomats said on Thursday.

AFP - The United States on Wednesday sought UN Security Council pressure on South Africa to end opposition to unfreezing $1.5 billion of Libyan assets to pay for emergency humanitarian aid.

The Security Council held talks on Libyan aid, and US diplomats said that if a block on releasing the money was not agreed they would seek a full vote by the 15-member body within 48 hours.

South African diplomats said their country did not oppose humanitarian aid but the question of easing UN sanctions requires broader approval of Libya's opposition transitional government.

The South African government wants to wait until after an African Union summit on Thursday and Friday before going ahead.
