The middle class is said to be on the rise in India, but in a country with vast inequities and high illiteracy rates what does 'middle class' mean to the average Indian?

Are the government's policies most skewed to the 50 million people who are said to make up the nation's middle class? Are they more happy than others in the nation as a result of government policies?
